About the role:

This position is responsible for coordinating, implementing and monitoring the Communicare health information system to enable the recording and reporting of accurate client health information that ensures quality patient care, and compliance with accreditation, organisational and legislative requirements.

The Communicare Officer is supervised by the Manager, Innovation and Technology and the position has no supervisory responsibilities.

This position works closely with Clinical Leadership and Clinical Governance teams, health care providers and other members of the IT team to ensure effective outcomes for clients.

Key responsibilities:

* Undertake the role of Administrator of the Communicare health information system and implement and monitor policies and procedures to ensure compliance with organisational and legislative requirements.
* Coordinate and support the implementation, ongoing maintenance and effective use of the Communicare health information system, including contributing to the development and implementation of processes to ensure its effective use at both service delivery and management levels.
* Implement processes to develop and enhance staff knowledge and use of the Communicare health information system through the delivery of staff information activities, induction and ongoing training and development presentations and resources.
* Provide a timely, effective and efficient support and helpdesk function to staff and management, including logging support requests, documenting outcomes and implementing processes to identify and resolve system issues to facilitate rapid responses
* Develop appropriate forms, templates and workflows to ensure the Communicare health information system meets the requirements of service operations, funding agreements, contracts and legislation.
* In accordance with organisational policy, coordinate, respond and manage requests in relation to access, viewing permissions and user rights of the Communicare health information system.
* Source and collate data and information to provide health information reports to management in accordance with service operations, organisational, contractual and legislative requirements, and assist with the development of data warehousing and reporting systems, including report writing, system improvement recommendations and provision of training in its use.
* Develop and maintain effective working relationships with the Communicare Support Team and other appropriate technical support services.
* Work collaboratively with the IT team to monitor and maintain system environments required for the Communicare health information system to ensure continuity of services
* Participate in organisational and community activities to advance the health and wellbeing of Aboriginal and Torres Strait Islander people.
* Work within Wuchopperen’s Policies and Procedures including the Staff Code of Conduct and the Work Health and Safety requirements and contribute to continuous improvement processes to ensure compliance with relevant standards and safe, effective service delivery.

Assessment of merit for this role will be based on the knowledge, skills and experience, potential for development and personal qualities. The competencies listed below are considered to the most critical for success in this role.

For applicants to be successful in this role, they should demonstrate:

* Knowledge and understanding of Aboriginal and Torres Strait Islander societies and cultures from an historical and contemporary perspective, including the ability to communicate effectively and sensitively with Aboriginal and Torres Strait Islander people.
* Demonstrated experience in the development, implementation and maintenance of information management systems and advanced knowledge of database administration, preferably in the health sector.
* Experience using SQL to develop efficient database queries, including joining and analysing data across multiple tables.
* Extensively developed interpersonal and communication skills including the ability to liaise with a range of stakeholders as well as effectively advocate for Aboriginal and Torres Strait Islander people.
* Demonstrated ability to meet and work within the core values and behaviours of Wuchopperen.

Qualifications and experience:

* Tertiary qualifications at a minimum Diploma level in Information Technology.

Requirements:

* It is a condition of employment in this role for the employee to be, and remain, vaccinated against measles, mumps, rubella, varicella (chicken pox), pertussis (whooping cough) and hepatitis B.
* It is recommended for the employee to be vaccinated against COVID-19.
* Proof of qualifications and current registration is required to be provided prior to the commencement of duty.
* It is a condition of employment that all employees are holders of a current and valid ‘blue card’ or Working with Children Check. This is at your cost. Employment cannot continue or commence if you do not have a ‘blue card’ or if your ‘blue card’ is withdrawn or is disqualified.
* For the positions involved with the Culturally Appropriate Foster and Kinship Care Service (CAFAKCS) it is a condition of employment for the following to undergo a Child Safety and Personal History Screening Check conducted by the Department of Child Safety, Seniors and Disability Services. There is no fee for this check. Employment cannot commence or continue for where your application is not approved or is withdrawn.
* Commitment to work within the principles of Aboriginal and Torres Strait Islander community control including a willingness to develop the leadership of Aboriginal and Torres Strait Islander staff.
* All employees are responsible for the safety of themselves, students, visitors, volunteers and fellow staff members. Employees must report any hazards or incidents, co-operate in emergency drills, undertake Workplace H&S training as required, and lodge risk assessments for all external and internal risk activities.
* Ability to use Microsoft products and the ability to use or willingness to gain proficiency in the client information management systems.
* Undergo and Child Safety and Personal History Screening Check
