About the role
The Procurement Manager – Compliance, Governance and Risk is responsible for strengthening V/Line's procurement governance framework and ensuring compliance with organisational and Victorian Government requirements. The role oversees procurement risk management, internal compliance reviews, audit coordination and the development and maintenance of policies, procedures and control frameworks. It also leads a small team responsible for committee governance and procurement compliance activities.
A key focus of the role is building organisational capability, partnering with leaders across the business, and driving consistent, transparent and ethical procurement practices. This position plays an important part in maintaining VGPB accreditation, supporting audit activities, and fostering a culture of accountability and continuous improvement.
About you
You are an experienced procurement governance professional with strong public‐sector capability and a commitment to fostering high standards of compliance, transparency and accountability across a complex organisation.
You will bring:
* Expert knowledge of procurement governance, compliance and risk management, including experience applying Victorian Government and VGPB‐aligned frameworks
* Demonstrated leadership capability, with experience supporting, coaching and developing teams to deliver consistent, high‐quality outcomes
* Strong stakeholder‐influencing skills, enabling effective engagement with senior leaders, suppliers and cross‐functional partners
* Strategic and analytical thinking, with the ability to identify emerging risks and improvement opportunities, and to support organisation‐wide procurement transformation.
* Highly effective communication and relationship‐building skills, fostering collaboration, constructive problem‐solving and a culture of compliance.
