Job Description (summary)
Due to increased opportunities and demand in the Energy & Natural Resources division, the team are recruiting for Cost Engineers to join a diverse and supportive team during a period of significant growth. Our Transmission and Distribution client is at the forefront of industry leading change, and we are keen to speak to like-minded individuals with senior cost engineering experience to see what Turner & Townsend can offer you.

Main purpose of role
A Cost Engineer will be responsible for work packages and projects of varying size and complexity. The role may involve leading cost control for multiple smaller projects or a single highly complex project within a programme of works. They will manage relationships between time, cost, risk, change, reporting and scope, and will create and maintain robust cost controls and reports to drive client decisions. They will help ensure client objectives are met and that projects are delivered to time and cost targets and to the appropriate quality standards.
Responsibilities
- Tailor Cost Control approaches to meet the client\'s needs and align with best practice.
- Implement, administer, and maintain cost control systems and procedures to track budgets, commitments, expenditures, and forecasts.
- Work with the Integrated Project Team to establish a robust Performance Measurement Baseline (PMB) and support the change control process.
- Develop project Cost Breakdown Structures (CBS), align budgets with Work Breakdown Structures (WBS), to accurately track and control costs.
- Map and integrate cost estimates to the Work Breakdown Structure to set the project budget against the correct Work Packages and Control Accounts.
- Adhere to NEC or FIDIC contract processes for management, control and reporting of cost data.
- Lead the production of accruals to ensure Actual Cost of Work Performed (ACWP) is accurately reflected in cost data.
- Support the change process by providing cost information for change notes and forecasts.
- Update project forecasts to ensure comprehensive and aligned Estimate To Complete (ETC).
- Collaborate with the project team to set out cost capture requirements and ensure appropriate work orders, requisition structures, PO alignment, and usable sub-contract data for cost monitoring.
- Align Purchase Orders with CBS to provide clarity of Cost Performance Indices at the project level.
- Validate and interrogate supply chain data to assist in accurate cost forecasting and trend analysis, and work with the supply chain to understand variances and improve reporting timeliness.
- Interact with Management/Leadership when delivering updates on Cost Control in a complex project/programme environment.
- Guide and influence while delivering to cost control processes on complex projects/programmes, including associated reports.
- Demonstrate leadership while developing the technical ability of delivery and cost control teams.
Qualifications
- Professional Project Controls experience specialising in Cost Engineering/Control across the full project lifecycle; nuclear experience is desirable but not required. Strong understanding of Earned Value Management (EVM), progress reporting, forecasting and performance reporting, with ability to coordinate with other teams.
- Strong communication skills with leadership ability to influence, motivate, coach and develop a team in a diverse and inclusive environment.
- Will obtain BPSS level security clearance.
- Membership in a relevant professional body (e.g., APM, PMI).
- Familiar with different cost performance reporting and forecasting techniques.
- Experience leading Cost Control Assurance activities as part of project performance cadence.
- Understanding of how other Project Controls areas (Scheduling, Risk Management, Reporting, Change Control) interact with Cost Control is desirable.
- Excellent verbal and written communication skills; ability to make risk-based decisions when parameters are unclear.
- Strong leadership skills with the ability to mobilise, inspire and lead by example; strong stakeholder management experience; ability to navigate conflict and promote collaboration.
- Desire to work within the nuclear sector.
