Job details

The ICT Contracts and Asset Management Section within the ICT Strategy and Investment Management Branch of DFAT's Information Management and Technology Division has a requirement for up to two labour hire resources to fill the role of ICT Contracts Administrator.

Key duties and responsibilities
* Work as part of a team of procurement and contract management staff to ensure delivery of high-quality outputs and outcomes as part of ICT contract management and procurement services to the Department.
* Perform ICT procurement and contract management-related administrative duties, including invoicing review, correspondence, reporting, records management, and scheduling meetings.
* Develop and maintain strong internal and external working relationships.
* Demonstrate high level written and verbal communication, organisation and administration skills.
* SFIA requirements: Roles/Levels include Relationships and engagement, Stakeholder management, Contract management (ITCM) Level 3.
Skills and criteria
* Essential criteria:
o Support day-to-day contract management activities reflecting departmental needs and compliant with legislation, regulations, policies, guidelines and procedures (e.g. PGPA Act, CPRs, FFSP Act, DFAT Procurement Policy).
o Provide administrative support to contract managers including electronic records management, creation and maintenance of registers, tracking and management of invoice approval to payment, central mailbox management, and meeting minutes recording.
o Good working knowledge of Commonwealth Procurement Rules (CPRs) and government procurement policy frameworks.
o Assist with drafting procurement and contract documentation including tenders, panels, contracts and statutory reporting requirements.
o Collate data for contract management and provide simple analysis and reports as requested.
o Communicate effectively with all levels of staff. Proficient in Excel.
o Demonstrated experience in contract management support and administration within Australian government environments.
o Current AGSVA security clearance (minimum NV1).
* Desirable criteria:
o Experience in ICT and capability delivery.
o High level MS Excel skills.
Additional requirements
* Seller to acknowledge that DFAT has a contractor stand-down period within December and January each year (usually 4–6 weeks).
* Seller to confirm express agreement to represent the candidate(s) for this opportunity.
* Seller to declare if they intend to subcontract any part of the labour-hire services to a third party.
* Seller to advise if their employment agreement with nominated candidates contains an enforceable restraint of trade clause.
* Seller to acknowledge that offered candidates must have an existing active security clearance at minimum NV1.
* Seller to acknowledge that offered candidates must be able and willing to attend DFAT's Canberra office on a full-time basis (5x business days per week).
