A Local Council is seeking an experienced and proactive Health, Safety & Wellbeing (HS&W) Business Partner, to support and enhance safety, wellbeing, and risk management across its outdoor workforce. This is a fantastic opportunity for an experienced HS&W professional to join a values‑driven organisation and make a meaningful impact on safety culture and wellbeing outcomes.
This role is based in Altona and will report to the Head of Health, Safety & Wellbeing.
About the Role Business Partnering & Stakeholder Engagement
* Act as a trusted advisor to leaders, employees, and teams, embedding a proactive safety, wellbeing, and child safety culture.
* Provide expert advice to identify and mitigate risks, influencing positive safety behaviours.
* Build strong relationships with internal and external stakeholders, including regulatory bodies and service providers.
* Analyse safety trends and deliver insights to inform continuous improvement.
Injury Management & Return-to-Work (RTW)
* Serve as the Return-to-Work Coordinator for the Outdoor workforce.
* Lead sustainable RTW outcomes through early intervention and proactive injury management.
* Guide managers and employees through WorkCover processes and maintain accurate injury and duties registers.
Workplace Health & Safety Compliance
* Conduct WHS risk assessments, safety audits, inspections, and incident investigations.
* Support implementation of the Council's OHS Management System and drive continuous improvement.
* Deliver training, coaching, and education to build capability across the organisation.
Child Safety Responsibilities
* Support policy development, training, and compliance in alignment with Child Safe Standards.
* Partner with the Child Safety Committee to ensure a child-safe environment across Council operations.
Health & Wellbeing Initiatives
* Develop and implement wellbeing programs aligned to workforce and organisational needs.
* Promote mentally healthy workplaces through resilience, fitness, and stress management initiatives.
* Monitor wellbeing trends and provide data-driven insights.
Compliance & Reporting
* Prepare regular reports on HS&W performance, incident data, RTW outcomes, and risk insights.
* Support managers in meeting WHS, injury management, and child safety legislative obligations.
What You Will Bring Qualifications & Requirements
* Relevant tertiary qualification in OHS, Injury Management, Allied Health, or a related discipline — or strong industry experience.
* Mandatory Return-to-Work Coordinator certification.
* Strong understanding of OHS, WorkCover, wellbeing, and child safety legislation.
* Demonstrated experience partnering with leaders to drive cultural change.
* Strong capability in investigations, auditing, incident management, and reporting.
Highly Regarded
* Local Government experience or experience in a complex, unionised environment.
