Overview
The City of Port Lincoln is seeking a People & Culture Projects Officer for a 12 month grant funded contract.
The position will support key initiatives and projects, as well as the application, implementation and delivery of key grants. The role works across a range of Council priorities, coordinating stakeholders and supporting project planning, implementation, monitoring and reporting to ensure initiatives are delivered in a timely, well-governed and outcomes-focused manner that responds to evolving organisational and community needs.
What does this Position do?
The People & Projects Officer coordinates and delivers a range of projects and initiatives that support Council's organisational objectives and contribute to positive outcomes for the broader community. The role plans, coordinates and implements project activities across the project lifecycle, including supporting change management, organisational improvement and service enhancement initiatives, and providing advice, documentation and reporting to support informed decision-making.
The position also supports grant-related activities, including identifying funding opportunities, preparing applications, and coordinating the delivery, monitoring and reporting of approved projects in line with funding agreements, objectives, timelines and budgets. Working in a project coordination and facilitation capacity, the People & Projects Officer collaborates with internal teams, external partners, funding bodies and community stakeholders to ensure projects are delivered in a structured, well-governed and outcomes-focused manner that aligns with Council priorities and community needs.
Key Objectives Project Coordination and Delivery
* Key coordinator of the Flying Start grant working with key stakeholders and community to engage more people into the Early Childhood Education sector, addressing childcare shortage needs across Port Lincoln. Working through individual KPI's and meeting reporting, financial and key targets.
* Coordinate the planning, delivery and monitoring of grant-funded projects to ensure activities are delivered on time, within scope and within approved budgets.
* Coordinate the implementation of grant activities in accordance with approved funding agreements, guidelines and reporting requirements.
* Maintain accurate project documentation, schedules, registers and records in line with Council governance frameworks and funding body requirements.
Workforce Attraction and Pathways
* Support the delivery of initiatives that contribute to organisational improvement, service capability and sustainable outcomes.
* Contribute to change management, planning and structural improvement projects as directed.
* Assist with research, data collection and analysis to inform project development, implementation and decision-making.
Stakeholder and Partnership Engagement
* Liaise with internal Council teams, external service providers, education and training organisations and community stakeholders to coordinate project activities.
* Build and maintain effective working relationships to support collaboration and shared outcomes.
* Assist with coordinating workshops, consultations, information sessions and engagement activities.
Monitoring, Reporting and Governance
* Collect data and support reporting against project outcomes, performance measures and milestones.
* Contribute to grant acquittals, progress reports and evaluation documentation.
* Ensure project activities comply with funding conditions, Council policies and relevant legislative requirements.
Administration and Support
* Maintain accurate records in accordance with the State Records Act 1997 and Council record management practices.
* Provide administrative and project support to the Executive Manager People and Culture, as required.
* Undertake other project-related duties consistent with the level of the position as directed.

* Report incidents, hazards and near misses in a timely manner and participate in required WHS training and activities.
* Participate in staff meetings, training and professional development, and undertake other duties as reasonably directed within the scope of the position.
Essential Qualifications, Experience, Knowledge & Skills
* Qualification in Human Resources, Business, Project Management, Community Development or a related field, or demonstrated equivalent experience.
* Demonstrated experience coordinating projects or programs, preferably within workforce, community, education or public sector environments.
* Strong organisational and project coordination skills, with the ability to manage multiple activities, deadlines and competing priorities.
* Well-developed communication and interpersonal skills, with the ability to build rapport and engage effectively with a diverse range of stakeholders at all levels.
* Ability to collect, analyse and report on project data, outcomes and performance measures.
* Understanding of workforce development, attraction and retention principles, particularly in regional or community contexts.
* High level of initiative, attention to detail and sound problem-solving and decision-making capability.
* Ability to work collaboratively within a small team and across organisations.
* Strong knowledge of employment legislation, awards and enterprise agreements, with the ability to interpret and apply policies and procedures.
* Proven ability to adapt to changing priorities and business needs.
Highly regarded but not essential
* Experience working with grant-funded programs, including reporting and acquittal requirements.
* Experience in Local Government or the ECEC sector.
* Understanding of workforce wellbeing, mentoring or career pathway programs.
* Experience using HR or project management systems.
* Working knowledge of the Fair Work Act 1994.
Key performance indicators
* People and Culture projects are delivered in accordance with approved project plans, timelines and budgets.
* Grant-funded projects are delivered in accordance with approved funding agreements, project plans, timelines and budgets, with required reporting and outcomes achieved.
* Effective coordination and engagement with internal teams, partner organisations and external stakeholders.
* Accurate, timely and compliant project reporting, documentation and record keeping.
* Positive participation, engagement and outcome measures across workforce and organisational initiatives.
* Compliance with Council policies, legislative requirements and record management obligations.
* Ability to adapt to changing project priorities while maintaining quality and delivery standards.
