Job Description
This position plays a vital role in the effective management of Resource Recovery and Waste collections teams. The successful candidate will be responsible for ensuring that services delivered meet legislative compliance, operating in a manner to maximize efficiency and effectiveness of environmental performance, resource recovery, cost control, asset management, and client satisfaction.
The domestic waste collection team undertakes three collection activities: domestic bin kerbside collection, bulky waste kerbside collection, and street litter bin collection within the Resource Recovery and Waste function. This role also involves providing broader waste management services to the community, including waste management facilities at Katoomba and Blaxland.
Main Responsibilities:
1. Effectively manage waste collection services to deliver outcomes in a timely and cost-effective manner, ensuring that services operate within license and statutory requirements to meet the Council's Waste Strategy objectives.
2. Review new and existing services, liaising with relevant parties to ensure services can be delivered in a satisfactory manner, taking account of policy, operational, budget, and legislative requirements.
3. Plan, document, and coordinate work to ensure outputs achieve a high level of efficiency, including route planning and customer service.
4. Coordinate, monitor, and report on operational and budget performance, including KPIs.
5. Work closely with the Asset Coordinator to manage collection assets, including bins and fleet.
6. Assist the administrative team with review/audit of service levels.
7. Provide advice and assist in developing collection service requirements for new developments, including multi-unit and closed village developments.
8. Manage statutory requirements of collection services and initiate changes to meet legislative changes affecting waste collection services.
9. Ensure integration of quality, environmental, and safety performance into all activities by developing and following systems, procedures, and documentation for waste collection operations, ensuring compliance with Council's Management System, Policies, Protocols, EPA requirements, EEO, WHS Act, and Regulations, and SafeWork guidelines.
10. Provide assistance and support to the Manager Resource Recovery and Waste Services as required.
Team Leadership:
1. Develop and manage effective rosters and plan resourcing and leave to maximize service efficiency.
2. Provide leadership, direction, and mentoring to staff, including career and training development and strategic HR planning to meet changing needs.
3. Effectively encourage, promote, and enforce safe work practices within the workforce, maintaining safe work sites in line with Council's Work Health and Safety requirements and with regard to the provision of Council's safety code.
4. Ensure all staff are suitably skilled and competent and, where required, receive appropriate training to develop a highly competent multi-skilled team able to demonstrate and perform to defined competency levels.
