EL2 Manager, Cross Sector Intergovernment Projects

The Commission leads and coordinates national improvements in healthcare safety and quality. It works in partnership with patients, carers, clinicians, the Australian, state and territory health systems, the private sector, managers and healthcare organisations to achieve a safe, high-quality and sustainable health system.

The Manager, Cross Sector Intergovernment Projects (Manager) provides strategic advice and leadership for the development and delivery of a program of cross‐sector, Intergovernment policy projects within the Commission's approved work plan, and will support the achievement of Commission priorities regarding safety and quality in healthcare.

Duties of the EL2 Manager will include, but are not limited to, the following:

* Manage and coordinate the planning, development and implementation of a program of cross‐sector, Intergovernment policy projects as part of the Commission's work plan.
* Implement the agreed work plan of the Commission and other complementary activities required to meet the overall responsibilities of the Commission, as directed by the Director, Intergovernment Relations.
* Work closely with the Director and Executive team in developing and managing effective and productive relations with the Commonwealth, the jurisdictions and other key stakeholders.
* Provide strategic advice and direction to the Commission's participation and representation, where applicable, in the national governance arrangements for decision making in government health policy.
* Establish and maintain networks of key stakeholders to facilitate the work of the Commission in various programs of work.
* Promote the program's priorities and work through a range of communications, public relations and appropriate fora as required by the Director.
* Provide advice and coordinate the Commission's involvement in relevant inter‐government committees, working groups and projects at a national and international level, including undertaking representational activities on behalf of the CEO, the Director and the Commission.
* Advise the Director and where required, the Executive, CEO, Board and Commission standing committees on Cross‐sector intergovernment programs.
* Ensure the Director is consulted and informed about the implementation of, and progress on, program projects and strategic implications.
* Manage and supervise staff of the program including undertaking performance management responsibilities for the program team.
* Undertake the fiscal management of the program including program budgeting and staff resourcing in consultation with the Director.

The successful candidate will have:

* Strong interpersonal skills including an ability to communicate with influence and an ability to cultivate productive working relationships with a range of government and non‐government stakeholders.
* Highly developed analytical skills and conceptual ability, with the demonstrated capacity for sound judgement and innovative problem‐solving.
* Highly developed oral and written communication skills including demonstrated ability to prepare high‐level briefing documents and submissions, present to a range of audiences, and explain complex technical and clinical issues simply.
* An extensive and comprehensive understanding of Australia's health care system, including the development and implementation of national approaches to safety and quality in health care and policy development.
* Demonstrated experience in program or project management including managing budgets, organisational capability, and strategic planning, with a focus on achieving outstanding results.
