Defence Export Controls branch (DEC) is currently seeking applications for Director Assessments. This full-time ongoing position is located in Canberra.
Reporting to the Assistant Secretary, Director Assessments exercises delegated powers and oversees cases of varying complexity. The Assessments team is responsible for managing applications for defence export permit applications (cases) from lodgement through to finalisation, or readiness for decision by the Minister for Defence.
Working with a co-Director you will lead a geographically dispersed team of risk and technical assessors. You will assist with the management, workload and performance of a team, assist with the design and implementation of targeted case management strategies for particular caseloads and lead Australia’s contribution to counter-proliferation activities.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
Defence Export Controls Branch is the Commonwealth regulator responsible for the movement of Defence-related goods, technology and services both within and outside Australia.
We support stakeholders to meet their obligations under Australia's export control laws. Stakeholders include government, industry, higher education, research sectors and private individuals.
We play a fundamental role in ensuring Australia uphold its international obligations by taking part in a series of multilateral non-proliferation and export control regimes.
The Assessments Directorate assesses applications to export or supply controlled military and dual-use goods and technologies. We determine if an activity would be harmful to Australia's national interest by considering issues such as foreign policy, national security, regional security, human rights and Australia's international obligations.
We aim to continually enhance our methodologies and processes, and drive a unified and coherent approach to assessments.
Our Ideal Candidate
Our ideal candidate will have the ability to lead and inspire a team to navigate complex export controls issues and deliver outcomes that further Defence objectives. This is a significant, high profile position involving complex policy development, legislative interpretation, problem solving, and close engagement and negotiation with senior Defence leaders and external stakeholders
You will possess skills and attributes including:
* Regulatory Delivery: Implement effective case management and/or dispute resolution strategies consistent with exporter needs and legislative requirements. Manage and resolve cases (within your delegation) of varying complexity.
* Operational Advice: Provide day-to-day operational advice and guidance to staff on case management issues and legislative implementation. Identify and actively manage risks, escalating as appropriate.
* Stakeholder Engagement: Develop and maintain productive and collaborative relationships with internal and external stakeholders to deliver DEC's objectives. Outreach activities, including presentations and travel, may be required.
* Innovation: Identify innovative solutions and implement new or improved processes and case management practices to enhance DEC's work.
