The City of Port Lincoln is seeking a Talent Acquisition & Development Officer on a 12-month maternity contract to support the attraction, onboarding, and development of Council's workforce. The position will help ensure the City of Port Lincoln has capable, supported employees who can deliver responsive, equitable, and sustainable services to the community.
What does this Position do?
The Talent Acquisition & Development Officer provides operational support across recruitment, onboarding, and learning and development activities within the People and Culture team. The role focuses on coordinating recruitment processes, supporting hiring managers, administering onboarding and training activities, maintaining accurate workforce records, and contributing to initiatives that support employee capability, engagement, and development.
Working under direction, the role delivers consistent, compliant, and timely People and Culture services and supports the effective operation of talent-related systems, processes, and programs across Council.
Key Objectives
Talent Acquisition & Onboarding
* Coordinate end-to-end recruitment processes, including advertising, candidate communication, interview coordination, referee checks, and appointment documentation.
* Support hiring managers throughout recruitment activities, ensuring processes are fair, consistent, and compliant with Council policies and the Enterprise Agreement.
* Assist with the preparation and maintenance of position descriptions, selection documentation, and recruitment records.
* Coordinate onboarding activities for new employees, including induction scheduling, documentation, and system set-up.
Workforce Attraction, Employer Branding & Engagement
* Support workforce attraction initiatives by contributing to recruitment marketing and employer branding activities aligned with Council values and strategic priorities.
* Assist with the preparation of engaging recruitment advertising content that promotes Council as an employer of choice.
* Contribute to continuous improvement of candidate and employee experience through clear, professional, and timely communication.
* Support internal workforce engagement initiatives that promote connection, participation, and awareness across Council.
Learning & Development Support
* Assist with the coordination and administration of training and development activities, including bookings, records, and evaluation data.
* Maintain accurate training and development records within People and Culture systems.
* Support initiatives that build employee capability, workforce skills, and career development opportunities.
People & Culture Administration
* Maintain accurate employee records, ensuring data integrity and compliance with legislative and Council record-keeping requirements.
* Respond to routine People and Culture enquiries and escalate matters as required.
* Provide administrative support to People and Culture projects and initiatives, including data collation, reporting, and meeting coordination.
Compliance & Systems Support
* Support the consistent application of recruitment, onboarding, and development procedures.
* Assist with audits, reporting, and statutory requirements related to workforce records and training.
* Use People and Culture systems effectively to support recruitment and development activities.
Collaboration & Continuous Improvement
* Work collaboratively with the People and Culture team to support service delivery and continuous improvement.
* Contribute to a positive, inclusive, and professional workplace culture aligned with Council values.
* Undertake other duties relevant to the role as directed.
Internal Communication & Employee Engagement
* Coordinate an internal employee communication channel (e.g. staff blog, newsletter, or similar) to support workforce engagement and information sharing.
* Prepare and publish concise, relevant content promoting Council workforce activities, including training opportunities, staff anniversaries, employee achievements, wellbeing initiatives, and social club events.
* Liaise with internal stakeholders to source and confirm content, ensuring information is accurate, timely, and appropriate for internal distribution.
* Maintain communication schedules and records and contribute ideas to improve employee awareness and participation.
Essential Qualifications, Experience, Knowledge & Skills
* Qualification in human resources, business administration, marketing, communications, digital media, social media, or a related field (or equivalent experience).
* Demonstrated experience in recruitment coordination, administration, workforce support, or content and communication support roles.
* Strong organisational skills with the ability to manage competing priorities and deadlines.
* Well-developed communication and interpersonal skills, with the ability to work effectively with stakeholders at all levels.
* High level of attention to detail and accuracy in record keeping and data management.
* Ability to work within established policies, procedures, and legislative frameworks.
Highly regarded but not essential
Qualifications, Experience, Knowledge & Skills
* Experience working in local government or a complex organisational environment.
* Experience using HR information systems (e.g. BambooHR).
* Knowledge of employment frameworks, awards, or enterprise agreements.
* Experience in records management and compliance-based administration.
* Experience contributing to workforce attraction, employer branding, internal communications, or social media content.
Key performance indicators
* Recruitment and onboarding activities are completed accurately and within agreed timeframes.
* Employee and training records are maintained accurately and in line with statutory requirements.
* Recruitment and development processes are applied consistently and in accordance with Council policies.
* Positive feedback from hiring managers and internal stakeholders on recruitment and onboarding support.
