The Opportunity
We are seeking a capable Development Manager or Assistant Development Manager to support the delivery of projects across regional Western Australia.
This role focuses on driving projects through design, approvals, procurement, construction delivery and handover. It requires strong coordination, organisation, and communication skills to ensure projects move efficiently from concept through to practical completion.
Our projects span property development, land assembly, infrastructure, approvals, and regional economic initiatives. While many projects begin in early planning stages, this role is focused primarily on coordinating the delivery phase and ensuring projects progress through approvals and implementation successfully.
This role is best suited to candidates with practical project delivery experience in development, infrastructure or the built environment, rather than purely policy, strategy or advisory roles.
The level of the role will depend on the candidate's experience, with opportunities for both emerging and experienced development professionals.
The position can be based in Perth or Karratha, with travel required across regional Western Australia. Applicants seeking to be based in Karratha must have their own accommodation in the region, as housing is not provided for this position.
Key Responsibilities
Development coordination
* Develop and manage project delivery plans, schedules and consultant programmes.
* Coordinate design consultants including architects, engineers and certifiers, ensuring deliverables are aligned with project requirements and timelines.
* Manage design development through to Issued for Construction (IFC) documentation and construction readiness.
* Facilitate buildability reviews and coordinate scope alignment between consultants and contractors.
Approvals management and compliance
* Identify and manage approvals pathways, including submissions to local government, utilities, certifiers and other relevant authorities.
* Maintain an approvals register and track compliance with approval conditions.
* Coordinate inspections, certification documentation and occupancy or handover requirements.
* Ensure documentation is prepared and ready for key approval milestones as required.
Procurement and contract administration
* Prepare scopes of work and support the development of RFQs and tender documentation.
* Assist with procurement processes including tender coordination, evaluation support and contractor engagement.
* Support contract administration during delivery including monitoring progress, variations and contract obligations.
Delivery support
* Support construction delivery by coordinating project stakeholders and addressing delivery risks and issues as they arise.
* Coordinate stakeholder interfaces including clients, landowners, Traditional Owner groups where relevant and relevant authorities.
* Lead handover coordination including defects close out, as built documentation, O&M manuals and commissioning support.
Project controls and reporting
* Maintain project registers including risks, issues, actions and change control.
* Track budget movement at a practical level including cost to complete, scope changes and contingency use.
* Prepare clear project reporting for internal leadership and clients.

Assistant Development Manager
This role suits candidates developing their project delivery capability and looking to build experience across approvals, procurement and construction coordination.
You will likely have:
* Approximately 2 to 5 years' experience supporting or coordinating projects within property development, infrastructure, construction, planning or related sectors.
* Experience assisting with consultant coordination, project documentation or approvals processes.
* Strong organisational skills and the ability to manage multiple workstreams and project inputs.
* Ability to prepare clear documentation, reports and project records.
* Proficiency in Microsoft Word, Excel and Microsoft Project or Planner, including supporting project scheduling and reporting.
* A willingness to learn and develop practical project delivery capability within a collaborative team environment.
Development Manager
This role suits candidates with demonstrated experience delivering projects through multiple stages of the project lifecycle and coordinating multidisciplinary teams.
You will likely have:
* Approximately 5 to 10+ years' experience delivering or coordinating projects across planning, approvals, procurement and implementation phases.
* Demonstrated experience coordinating consultants, contractors and project stakeholders.
* Experience supporting procurement processes including scopes of work, RFQ development and contract administration.
* Strong capability in managing project schedules, consultant deliverables, documentation and reporting to ensure projects progress through approvals and delivery stages.
* Advanced proficiency in Microsoft Word, Excel and Microsoft Project or Planner, including developing schedules and tracking delivery progress.
* Ability to work independently while maintaining strong collaboration with internal teams and external stakeholders.
Additional requirements
* Relevant tertiary qualifications in project management, construction management, engineering, planning, architecture, property, or a related field, or equivalent industry experience.
* Current C Class driver's licence.
* Willingness to travel across regional Western Australia as required.
