The Position

The Change Manager plays a central role within the Cloud Campus Program, driving the people, process, and behavioural changes required to realise program benefits and ensure successful adoption of new digital capabilities. The role is responsible for leading structured change and communication activities that support improved service delivery, operational efficiency, and organisational effectiveness, with a strong focus on enabling high-quality VET learning and teaching outcomes.

By applying best-practice change management approaches, the Change Manager will guide staff and stakeholders through the impacts of Cloud Campus initiatives, ensuring changes are understood, embraced, and embedded. This role may lead a small team of change resources drawn from CIT Business and is critical in articulating the value of the Cloud Campus Program, building stakeholder commitment, and fostering a culture of continuous improvement and transformation.

Reporting to the Director of Strategy and Change and working closely with the Cloud Campus Program leadership, the Change Manager is a key contributor to the delivery of CIT's Digital Transformation agenda. The role supports major program initiatives, including the transition to the Woden campus and the implementation of Cloud Campus solutions, with a strong emphasis on managing organisational readiness, adoption, and benefits realisation rather than purely technical implementation.

Responsibilities
* Lead change, engagement, and adoption activities for the Cloud Campus Program, ensuring change impacts of program projects are proactively managed and embedded.
* Develop and deliver program-level change strategies and plans to support Cloud Campus projects, including technology implementations, new ways of working, and operating model changes.
* Coordinate change management across all Cloud Campus projects to ensure consistency, alignment, and cumulative adoption outcomes rather than isolated project delivery.
* Partner with Cloud Campus Program Delivery to integrate change activities into project plans, including readiness assessments, business preparation, system testing support, and user training.
* Conduct stakeholder, impact, and readiness assessments for Cloud Campus initiatives to identify affected groups and tailor engagement and support approaches.
* Design and deliver targeted engagement and communication plans that clearly articulate the purpose, benefits, timelines, and impacts of Cloud Campus projects to staff and leaders.
* Work with Business Analysis, Design, and Architecture teams to ensure business benefits, adoption metrics, and process improvements linked to Cloud Campus projects are clearly defined and measurable.
* Identify and manage risks, issues, and resistance related to adoption of Cloud Campus solutions, developing mitigation strategies to support successful outcomes.
* Support the transition of Cloud Campus project outcomes into business-as-usual operations, ensuring changes are sustained beyond project closure.
* Provide regular change, adoption, and benefits reporting to the Cloud Campus Program leadership and Program Boards in collaboration with the PMO.
* Act as a visible change leader for the Cloud Campus Program, promoting consistent change practices and reinforcing a culture of digital adoption and continuous improvement across CIT.
* Lead and supervise change and subject-matter resources drawn from across the CIT business to support Cloud Campus project delivery.
Selection Criteria

The following capabilities form the criteria that are required to perform the duties and responsibilities of the position.

Professional / Technical Skills and Knowledge
* Demonstrated knowledge and experience in applying change management and benefits realisation practices within complex, multi-project programs, including the use of recognised change frameworks, tools, and techniques to plan, deliver, and measure adoption.
* Proven experience in business benefits analysis, mapping, and tracking, ensuring program and project outcomes translate into measurable organisational improvements.
* Strong capability in developing and executing program-level change strategies, including stakeholder impact assessments, engagement plans, communication strategies, and adoption metrics.
* Highly developed written and verbal communication skills, with the ability to prepare clear, tailored communications and engage confidently with stakeholders at all levels, including senior and executive management.
* Demonstrated leadership and influencing skills, enabling you to build commitment, manage resistance, and motivate stakeholders to actively participate in Cloud Campus change initiatives.
* Proven ability to work effectively across complex organisational environments, collaborating with cross-functional delivery teams, business areas, and external partners to achieve shared program outcomes.

* Excellent stakeholder management skills, including the ability to build relationships, influence stakeholders, and effectively communicate with individuals at all levels of the organisation. The ability to identify, analyse and prioritise stakeholders is crucial.
* Ability to decipher complex issues and present a reasonable and data driven practical solution grounded in subject matter advice and in accordance with relevant rules, frameworks and regulations.
* The ability to remain flexible, resilient, and adaptable in a fast-paced and evolving environment. Possess high emotional intelligence to empathise with stakeholders, manage resistance and navigate conflicts that may arise during the change process.

Qualifications and Experience
* Extensive demonstrated experience in change management, organisational transformation, or similar roles, preferably within large, complex, multi-project programs such as Cloud Campus or enterprise digital transformations.
* Strong knowledge and practical experience working with ICT-enabled business change, ideally within the VET sector or a comparable education, public sector, or service-delivery environment.
* Demonstrated understanding of change management practices in complex organisations, including the ability to develop and deliver comprehensive change strategies, plans, and supporting artefacts.
* Proven experience applying structured change approaches to support technology implementations, process redesign, and operating model change, with a focus on adoption and benefits realisation.
* Relevant tertiary qualification in a discipline aligned to change, business, ICT, or organisational transformation.
* Postgraduate or professional certifications in change management, continuous improvement, or operational excellence (such as Prosci, Lean Six Sigma, Kaizen, or Total Quality Management) are highly desirable.
