Access Foundation Branch within Mission Capability Division is a cross functional, integrated team of Analysts, Developers, Engineers, Radio Frequency (RF) Technicians and Project Specialists working to deliver critical capabilities against some of ASD's hardest SIGINT access problems.
Shoal Bay Receiving Station (SBRS) based in Darwin and Australian Defence Satellite Communications Station (ADSCS) based in Geraldton are remote intelligence facilities managed by ASD. Working at our sites will offer a unique and challenging work environment where experienced public sector professionals work alongside highly skilled technical experts to achieve exciting outcomes for ASD.
We are seeking energetic, highly organised and task-orientated Work, Health and Safety (WHS) Officer to undertake a broad range of work in support of ASD's mission. This position is responsible for developing, implementing, and maintaining a robust WHS framework at remote intelligence sites, ensuring compliance with all relevant Australian legislation and standards. You will play a critical role in supporting the internal infrastructure of one of the largest organisations within the National Intelligence Community.
You will be required to work closely between the two sites and other areas across the organisation.
Due to the unique nature of the work conducted at this location, staff may be provided the opportunity to obtain a range of additional qualifications including construction cards, truck and forklift licenses.
ASD is seeking WHS Officers to work at our remote sites in Darwin and Geraldton, applying skills, knowledge and experience across the site in the context of office space, plant and equipment and construction. The position will also be involved in site emergency management and business continuity.
Work Health and Safety Officer is accountable under limited direction to:
* Understand and apply relevant work health and safety legislation, ASD policies and procedures, recommending viable solutions and prevention strategies to address work health and safety issues.
* Manage completion of work within timeframes and quality requirements, share own expertise with others and guide and mentor less experienced employees.
* Undertake complex research and analysis activities to identify and address work health and safety risks to capability.
* Provide advice, collaborate and communicate with stakeholders on complex to very complex and sensitive WHS issues.
* Build productive working relationships with stakeholders to influence decisions and ensure alignment with broader strategic objectives.
* Represent ASD's WHS network at internal and external forums.
* Assess and evaluate WHS strategy, initiatives, projects, policy and procedures.
* Analyse complex to very complex WHS issues applying expertise to identify and recommend courses of action
* Conduct and direct hazard inspections for work areas and construction projects to ensure legal compliance. Recommend and implement appropriate control measures.
* Lead incident investigations, report incidents into Sentinel and report notifiable incidents to the Commonwealth and State/Territory Regulators. Implement corrective actions to prevent recurrence.
* Contribute to site emergency management planning and business continuity.

* You will work in multi-disciplinary teams to understand and apply relevant WHS legislation, ASD policies and procedures, recommending viable solutions and prevention strategies to address WHS issues.
* Maintain and implement WHS and Emergency Management policies, procedures, management systems and site directives.
* Develop, maintain and implement a risk register to identify and control hazards. Undertake risk assessments for ad hoc events or situations.

Confidence to engage with stakeholders at all levels and responding to queries to provide accurate technical advice is also essential, as is developing and maintaining internal and external relationships to facilitate the achievement of outcomes.
