Financial Planning and Resourcing are seeking to establish a pool of Principal Financial Analysts for permanent and fixed term, full‐time and part‐time vacancies which may arise during 2026 and up to the end of December 2026. Appointments may be offered at any time for vacancies that commence during this period.

Education Business Services (EBS) delivers professional business services and operational support to Western Australian public schools, statutory boards and Departmental divisions across finance, information, and communication technologies, and infrastructure. EBS is committed to delivering responsive, flexible, transparent, and customer‐focused services that support high‐quality education outcomes through continuous improvement of systems, processes and organisational capability.

The Budget Management and Analysis Branch, within the Financial Planning and Resourcing Directorate, is responsible for corporate budget management, financial reporting, cash management and budget advice across central and regional operations. The Branch also oversees full‐time equivalent (FTE) reporting and supports capital works budget reporting, ensuring effective financial planning, accountability and informed decision‐making across the Department.

The Role

Suitable applicants will ideally be experienced finance and budget management professionals with expertise in reviewing and managing departmental budgets, forward estimates, staffing FTE and employee‐related expenditure within complex public‐sector environments. They will be skilled in monitoring financial performance, analysing projected budget outcomes, coordinating consolidated corporate finance reporting and providing specialist financial advice to program managers and senior stakeholders.

Principal Financial Analysts have a demonstrated capability in researching, developing and improving budget management policies, systems and reporting processes to support effective financial governance and Government financial management initiatives. They are experienced in preparing briefing papers, confidential reports, ministerial correspondence and parliamentary responses, while ensuring accurate and timely financial reporting and compliance with organisational policies and frameworks.

To be successful in this role you will have strong leadership and stakeholder engagement skills, with experience mentoring staff, contributing to branch management and supporting change management initiatives. Additionally, you will be adept at developing financial management training resources, fostering collaborative stakeholder relationships and promoting a customer‐focused, continuous improvement culture within diverse teams and operational environments.

Eligibility
* Be an Australian or New Zealand citizen, permanent resident or have a valid visa with relevant work rights for the term of the appointment.
* Consent to a Nationally Coordinated Criminal History Check and obtain a current Screening Clearance Number issued by the Department of Education's Screening Unit before you start.
* Hold a relevant tertiary qualification in business, commerce, finance or related field or substantial equivalent experience.
* Obtain or hold a current Working with Children Check.

* Demonstrated substantial knowledge of accounting standards and government policy and direction and experience in contemporary financial management, including budget preparation, resource management and reporting and financial control, in a large/complex organisation.
* Demonstrated highly developed conceptual, analytical and research skills, including the ability to provide high‐level solutions in the context of financial governance and accountability.
* Demonstrated highly developed skills and experience in leading, managing and facilitating a team, including a proven ability to lead individuals through continuous change and coordinate and deliver a financial management service.
* Demonstrated highly developed interpersonal and communication skills to undertake productive consultation, collaboration, negotiation and build effective relationships with key internal and external stakeholders on complex financial issues.
* Demonstrated highly developed written communication skills, including extensive experience in preparing reports, briefing papers and responses to Senior Executive and/or Ministerial/Parliamentary requests.
* Demonstrated substantial experience in the use of financial management information systems and budget tools.
