Purpose of specific work area and position

The Asset Services Directorate is responsible for providing fit for purpose fleet, equipment and built assets which will meet the agency demands both operationally and strategically into the future. The team works to strategically manage the diverse fleet and equipment, building, construction, maintenance and leasing activities across all QFES fleet and property assets to ensure requirements are in line with whole-of-government legislation and achieve value for money in fleet delivery and workplace design and construction.

Reporting to the Principal Project Coordinator, you will assist and contribute to the functions of the Rural Fire Service (RFS) Assets Uplift program in support of current and future funding allocation and investment. You will work collaboratively with key stakeholders and the Asset Services functions in the development of complex strategic plans, infrastructure planning, transactions, and/or lease management to deliver timely RFS fleet maintenance and allocation requirements, and equipment or facility replacement, acquisition and/or construction for RFS built assets to achieve fit-for-purpose outcomes through best practice project, procurement and asset management activities to meet RFS operational and organisational objectives.

You will be responsible for initiating, undertaking and evaluating either Facility Assets or Fleet Assets and equipment for RFS in accordance with the annual strategic and investment plans. You will manage risk assessments and support the development of investment planning strategies and documentation in the development of facilities for Rural Brigades or delivery of fire appliances and operational equipment to meet contemporary firefighting and community-based emergency service requirement by implementing operational functionality requirements systems of work and workflows.

We are seeking Expressions of Interest from applicants in conjunction with the current generic Rural Officer Two (RO2), Rural Fire Service role description. (see additional information below).

Mandatory requirements
- Must meet the mandatory requirements as outlined in the generic RO2 role description.

Highly desirable requirements
- Relevant experience in procurement, and/or experience in a government environment is advantageous.
- Experience with the use of financial management systems (SAP), including understanding of processing to maintain Asset and/or accounts payable and reconciliations.
- Can demonstrate an ability to communicate effectively with a wide range of stakeholders from rural and near rural communities.

Primary duties

In addition to the generic RO2 Rural Fire Service role description, the purpose of the Rural Officer position includes but is not limited to:

- Develop, implement and review policies and strategies for RFS Fleet and Equipment or Facilities Asset management to enhance service delivery in line with changing community and environmental needs.
- Coordinate and plan state-based RFS facilities or contruction, or fleet and equipment replacement (includes retroffiting of deluges system/s), acquisitions and logistics in accordance with investment plans, whilst ensuring compliance with legislative and departmental requirements.
- Coordinate, plan and implement associated tasks, and regular progress status reports, including asset investment and realisation to ensure quality outcomes and project deliverables are achieved.
- Ensure organisational data bases and records management systems (i.e SAP, OMS, SHE) are managed and updated as required thereby ensuring accurate reporting.
- Provide operational policy, planning, reporting and executive briefs to senior management based on researched documentation and information ensure the successful completion of program initiatives on behalf of RFS.
- Advise senior management on a range of business improvement, policy and procedural issues impacting or influencing facilities management or fleet development and investment.
- Contribute to the effective delivery and reporting of projects across the RFS fleet and/or property portfolio, including overseeing the management of vendor contracts and consultancies, and performance.
- Represent QFES at working groups and internal committee meetings to provide project briefings and advice to stakeholders and ensure positive outcomes are achieved.
