Primary objective
Work as part of a team to provide high level advice, support and services to senior management and directors/managers in
the areas of budget development, financial management, report preparation and presentation, data analysis and
investigation, financial reconciliation processes and liaison with internal and external stakeholders.

Key duties and responsibilities
1. Provide high level advice support and services in the areas of budget development, financial management and reporting

to senior management for a portfolio of clients within the Department and its two GBD's
2. Conduct budget management reviews, undertake cost modelling and monitor outputs and performance measures in

compliance with legislative, Government and Agency frameworks and provide recommendations for improvements.
3. Develop, manage and monitor budget and actuals working closely with Managers for allocated portfolio areas ensuring

a high level of customer focus and advice.
4. Provide technical and operational support to ensure efficient, compliant and effective management of business unit's

resources in accordance with relevant accounting standards, guidelines and legislation.

Selection criteria
Essential
1. Understanding of budget formulation, financial management cycles, and high-level reporting. Well-developed ability to

analyse, monitor, and interpret financial data, including knowledge of cash and accrual accounting principles.
2. Knowledge and experience of budgeting and reporting systems, and of Budget coordination including development of

Budget Reports, Statements, Briefings and Submissions with stakeholders.
3. Ability to understand, interpret and apply accounting standards and public sector financial legislation.
4. Proven high-level written and oral communication and demonstrated ability to tailor communication to the audience,

clearly explain complex concepts in plain English and provide expert advice on finance and budget related issues to
individuals and groups.

5. Ability to manage high volume workloads with tight deadlines across multiple stakeholder groups.
6. Ability to work as part of a team including the ability to train and support the development of financial and accounting

skills in others. Ability to interact effectively with people from diverse cultures.
7. Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical

practice, accountability, impartiality, diversity and respect.

Desirable
1. Tertiary qualifications in accounting, commerce or business-related discipline, and membership of a professional

accounting body, such as Certified Practicing Accountant (CPA) Australia or the Institute of Chartered Accountants in
Australia.

2. Well-developed knowledge and understanding of the application of government budget and financial management
cycles, and systems that impact on public sector accounting and financial procedures including Government Financial
Management Framework, Financial Management Act, Regulations and Treasurer's Directions.
