Seeking a consultant for an independent review of CARE Australia's safeguarding policies, systems and practices. Work from home. 8-10 days, March to May 2026.

CARE Australia invites EOIs from safeguarding consultants interested in leading an independent periodic review of our safeguarding work across operations, partnerships and programming.

About the Opportunity

CARE Australia (part of CARE International) is an international aid organisation working to defeat global poverty by supporting women and girls to create lasting change in their communities around the world.

We are commissioning an independent Safeguarding Periodic Review to assess how effectively our safeguarding policies, systems and practices are working across CARE Australia, selected Country Offices and partners.

The review will also provide practical recommendations that strengthen prevention, response and safer programming and assess alignment with DFAT's 2025 Child Protection and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) policies and standards.

Key elements of the review will include:

* A desk review of CARE's policies, guidance, tools and trackers;
* Analysis of safeguarding risk registers and partner due diligence;
* Structured Teams/Zoom interviews and focus groups with select staff and partners; and
* a validation workshop with the Executive Team and the Safeguarding Steering Committee.

We are seeking clear, actionable recommendations to guide our work as we move toward DFAT reaccreditation in 2028.

All engagement must be survivor-centred, trauma-informed, culturally appropriate and inclusive, with clear ethics, consent and data protection practices in place.

Ideally you will have:
* Proven expertise in safeguarding (child protection, PSEAH and other harms) in development or humanitarian contexts across operations, partnerships and programming,
* d\Experience applying DFAT's 2025 Safeguarding Policies and Standards and the ACFID Code of Conduct.
* Demonstrated experience conducting organisational safeguarding reviews or audits, including policy analysis, systems mapping and assessment across multiple offices and partners.
* Excellent facilitation skills for virtual interviews, focus groups and validation workshops with staff, Country Offices and partners.
* A survivor centred, trauma informed and culturally safe approach, with a clear commitment to gender equality, disability and social inclusion.
* Strong analytical and communication skills, with the ability to produce concise, actionable recommendations and present findings to senior audiences.
* Sound understanding of ethics, consent, privacy and data protection requirements, and the ability to manage sensitive information safely.

CARE Australia seeks candidates who meet the specified criteria. Applications from individuals with comparable experience or transferable skills are also welcome.

Budget

Up to AUD $10,000 (inclusive of tax and expenses).

Proposed Deliverables
* Consultation Summary (methods, assessment methodology, and outcomes).
* Final Report including:
o Assessment of policy and procedure compliance.
o Recommendations for strengthening safeguarding and safer programming with CARE Australia, Country Offices and Partners.
o Presentation to CARE Australia Executive Team and Safeguarding Steering Committee.
o Dissemination Plan for findings and recommendations.

Total days 8 to 10.

* Working with Children Check for Australia and New Zealand based consultants - at consultant's own cost
* Police/Criminal History Check in line with CARE Australia's Safeguarding policy - at consultant's own cost
* Insurance - Professional Indemnity and Public Liability - if available. If not available, please provide information as to why not
* Reading and signing of relevant CARE Policies
* Bridger Check - to be conducted by CARE
* Reference checks - to be conducted by CARE

All consultants engaged by CARE Australia must demonstrate a commitment to the prevention of sexual harassment, exploitation and abuse and the protection of children from all forms of harm. As part of the screening process, applicants will be required to complete a National Police Check, and sign CARE International and CARE Australia's Safeguarding Policies and Codes of Conduct. CARE Australia participates in the Misconduct Disclosure Scheme (MDS) and will seek information from past employers about any safeguarding incidents the applicant may have been connected to. By submitting an EOI, the applicant confirms that s/he has no objection to CARE Australia undertaking Police, Bridger, Referee, and MDS checks.
