Position Summary: The Fleet and Assets Manager is responsible for the oversight and management of Council’s fleet, heavy machinery, and fixed assets, ensuring their efficient operation, maintenance, and compliance. This role will lead the development and implementation of the Fleet Management Plan and Asset Management Plan, ensuring that all assets are managed strategically and sustainably. The position is working closely with trades employees to maintain Council properties. The key duties of this role include but are not limited to: Fleet Management: Oversee the management of all Council vehicles, machinery, and yellow plant equipment. Develop and implement a Fleet Management Plan, ensuring long-term sustainability and operational efficiency. Ensure compliance with all legal and safety regulations related to fleet operations. Coordinate insurance coverage and claims for all fleet assets. Develop and implement maintenance and inspection schedules for all vehicles and equipment. Manage vehicle procurement, lease agreements, registrations, and fuel consumption tracking. Ensure appropriate fleet allocation and tracking systems are in place. Asset Management: Develop and implement an Asset Management Plan to ensure longevity and efficiency of Council-owned assets. Oversee the maintenance and strategic planning for Council properties, including staff housing, buildings, and operational facilities. Ensure compliance with asset-related regulations and standards. Conduct regular asset inspections and condition assessments. Maintain accurate asset registers and ensure proper lifecycle management of Council-owned machinery and equipment, including small machinery like mowers and whipper snippers. Work closely with finance team to ensure asset depreciation and replacement schedules are aligned with financial planning. Oversee insurance policies and claims related to Council assets. Staff Housing and Tenancy Management: Assist Community Services Managers in the management of Council-provided staff housing, ensuring proper upkeep and maintenance. Work with trades employees and contractors to manage repairs and improvements for staff accommodations. Support Community Services Managers in ensuring tenancy agreements are properly documented and enforced. Assist Community Services Managers in developing and maintaining property inspection schedules and maintenance plans. Work closely with HR to support staff housing allocations. Maintenance and Compliance: Develop and implement maintenance schedules for all Council-owned fleet and assets. Coordinate repairs and servicing through internal trades employees or external contractors. Ensure Work Health and Safety (WHS) compliance for all maintenance activities. Implement risk management strategies related to asset and fleet management. Procurement and Financial Management: Follow Council’s procurement policies and ensure compliance with regulatory requirements. Follow Council procurement to acquire vehicles, machinery, and asset-related materials. Ensure procurement processes for fleet and asset-related purchases, including tenders, quotes, and contract management, are followed. Monitor procurement contracts and supplier performance for fleet and asset services. Work with the finance team to manage budgets related to fleet and asset expenditures. Ensure procurement decisions align with Council’s financial strategies and operational needs. Monitor and report on operational costs, recommending efficiencies and improvements. Stakeholder Engagement and Coordination: Liaise with government agencies, contractors, and suppliers for procurement, insurance, and regulatory matters. Collaborate with infrastructure and operations teams to align fleet and asset management with Council priorities. Provide reports and updates to senior leadership on fleet and asset status, risks, and improvement strategies. About You To be successful in the role, you must have: Relevant tertiary qualification in asset management, fleet management, logistics, or a related field or a minimum 3 years’ experience in managing fleet and fixed assets Understanding of environment, Work Health and Safety, Local Government legislation and other relevant Acts or standards. Strong leadership skills with experience managing trades teams and contractors. Demonstrated ability to develop and implement asset and fleet management strategies. Knowledge of procurement, compliance, and WHS regulations in fleet and asset management. Experience in housing or tenancy management is desirable. Current National Criminal History Check.
