Overview
The Manager, Student Administration – SMS Compliance and Government Load Reporting is responsible for the management and compliance of the Institute’s student data reporting obligations to State and Commonwealth governments for VET and HE (including HDR student data). The position also acts as the System Administrator (SA) for the Institute’s Student Management System (SMS) and manages daily operations of Team Leaders and relevant staff in Student Administration, liaising with key internal and external stakeholders.

Purpose of the Position
The role is responsible for the management and compliance of:
- the Institute’s student data reporting obligations to State and Commonwealth governments for VET and HE, including HDR student data
- the Institute’s Student Management System (SMS) and its administration
It also involves daily management of Team Leaders and relevant staff in Student Administration and regular liaison with key internal and external stakeholders.
Duties
- Oversee the management of team leaders and relevant staff in Student Administration by providing planning, accountability, performance measures, leadership, and mentorship to achieve goals set by the Director, Student Experience, the Director of the Institute, and the Batchelor Institute Council.
- Develop, implement, maintain and review Student Administration processes, procedures, and policy, including SMS compliance and Government Load Reporting; cover areas such as Admissions, Enrolments, Resulting, Advanced Standing, Fees & Encumbrances, Timetabling, Certifications, and Document Storage.
- Develop and implement processes, procedures and policy, respond to complex queries related to: SMS compliance and maintenance; reporting tools and applications; complex internal and external student data reports; and submission of Government Load Reporting.
- Act as the SMS Systems Administrator, including granting/removing user access, assisting with system patches/configuration, user testing, and scenario development/implementation.
- Identify and implement continuous improvement tools to enhance the Student Experience in relation to Student Administration functions.
- Establish and maintain relationships with key internal and external stakeholders, including government agencies, to meet business objectives and legislative obligations.
- Manage, collaborate and lead evidence-based responses to audits, complex queries and high-level administrative tasks as required by stakeholders or the Director, Student Experience.
- Manage, implement, maintain, and review processes related to ASQA, TEQSA, NCVER, and/or Commonwealth/State audits and reforms, including changes to student data fields from legislative changes.
- Maintain compliance with AVETMISS, ASQA, TEQSA, TCSI and NCVER legislation and guidelines related to Student Administration, in liaison with Team Leaders and the Director, Student Experience.
- Manage and maintain access controls related to the USI Registered Training Organisational Portal and the NCVER AVETMISS Validation Software Portal.
- Participate as a member of Batchelor Institute committees or working groups as required.
- Review, implement, maintain, and comply with document storage policies and procedures.
- Undertake other reasonable duties as directed by the line manager.
Selection Criteria
- Demonstrated ability to work effectively in culturally diverse teams within Indigenous Australian contexts.
- Strong interpersonal skills with proficient written and oral communication adaptable to various educational levels.
- Ability to build strong relationships with internal and external stakeholders.
- Demonstrated initiative and ability to manage workload priorities.
- Understanding of Work Health and Safety principles and the ability to comply with Institute WHS policies and procedures.
- Experience and knowledge of VET and/or Higher Education sector legislation (TEQSA, ASQA, AQF, NCVER, AVETMISS) and experience in a HE Provider or RTO environment.
- Experience interpreting legislation and compliance procedures and implementing system changes.
- Experience with an Oracle-based Tertiary Student Management System and other relevant software and web-based tools.
- Minimum tertiary qualification of an undergraduate or postgraduate degree in a relevant field, or equivalent mix of qualifications and experience.
- Experience in financial accountability and managing staff and budgets to achieve outcomes.
- Experience in testing, training delivery, and user support; knowledge of Boolean algebra is desirable.
