About the role: The Custodial Health Service is a statewide health service run by Victoria Police and oversees the health care needs of all people in police custody. Victoria Police is seeking an experienced and values driven Clinical Services Manager to provide strategic and operational leadership within the Custodial Health Service. This role is critical, ensuring that high quality, safe and effective clinical services are provided to people in care or custody. Reporting to the Chief Custodial Medical Officer, the Clinical Services Manager leads clinical governance, quality and safety systems, workforce planning and capability and service improvement initiatives across a complex multi-site environment. You will work closely with senior leaders, clinicians and external partners to drive best practice health care delivery aligned with legislation, professional and organisational requirements Victoria Police is a contemporary and agile workplace and support flexible working arrangements Your duties will include: Clinical Governance and Quality * Lead and embed a robust clinical governance systems that ensures safe, ethical and evidence based practice * Oversee quality and safety systems, including incident management, clinical audit, risk management, accreditation readiness and continuous improvement initiatives. * Ensure compliance with relevant legislation, professional standards and regulatory requirements Strategic and Operational Leadership * Provide strategic advice to senior leaders on clinical service delivery, workforce planning and emerging risk * Translate organisational and local health strategy into operational plans that improve service effectiveness, accessibility and outcomes * Use data performance metrics, and evaluation to inform decision making and service improvement. Change and Reform Management * Lead and manage complex change initiative, including service redesign, implementation of new models of care and system reform * Support clinicians and stakeholder through change using structured change management approaches * Foster a culture of innovation, accountability and continuous improvement People Management * Lead, mentor and develop a multidisciplinary clinical workforce across geographically dispersed sites * Build a high performing inclusive and psychologically safe team culture * Support workforce capability through supervision, performance management and professional development Stakeholder Engagement * Build strong relationships with internal and external stakeholders, external health providers and regulatory bodies * Represent Victoria Police in clinical interagency forums as needed As the successful applicant, you will have: * Two years health operations experience. * Relevant tertiary qualifications and current registration with AHPRA – nursing preferred but not essential. * Demonstrated experience in clinical governance, quality and safety leadership and risk management * Strong strategic, operational and people management experience * Proven experience leading change and service delivery initiatives. * Excellent communication, stakeholder engagement and leadership skills. Requirements and relevant information: * One (1) x full time ongoing position available. * This role will require full-time on-site attendance * Health Executive on call requirements * Position will be located at Melbourne Custody Centre – 520 Lonsdale Street, Melbourne VIC 3000 * Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa. * Registration with Australian Health Practitioner Regulation Agency as a Division 1 Registered Nurse is mandatory * You must be available to undertake after hours and weekend on-site practical clinical services and provide expert support services to all members within a custodial setting * The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening. * We expect our people to foster a safe and inclusive environment where their behaviour and attitude reflects, builds upon and promotes a positive and collaborative workplace that respects the culture and values of Victoria Police.
