Manager, Inclusion Infrastructure Unit-Fixed Term/Full Time

About the Department

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Victorian School Building Authority

The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.

The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.

About the Division

The Asset Management Division helps schools maintain and manage their buildings and grounds and ensures they are more energy efficient. The Division trains school leaders as facilities managers and supports them to develop school maintenance plans. They coordinate programs, assessments, and systems to ensure schools are routinely maintained and cleaned.

The Division includes the Asset Management Branch, School Asset Management Support Branch, Facilities Branch, Maintenance Delivery Branch and the Programs Branch.

About the Role

The Manager Inclusion Infrastructure Unit, reporting to the Director Programs is responsible for the leadership and management of the Accesible Buildings and Emergency Maintenance Programs, ensuring service delivery excellence and customer satisfaction. These critical programs deliver essential works and maintenance projects that ensure a safe and inclusive school environment.

The position will lead Program delivery, risk management, resource planning, financial management, people leadership and continuous improvement for the Unit.

Key responsibilities for the role include:

* Leading the design, development and implementation of the Unit Business Plan and financial management.
* developing strategic planning advice on complex issues and communicating options and solutions.
* building positive relationships with key stakeholders to facilitate and communicate the successful delivery of the service.
* working collaboratively across the VSBA and broader Department to manage information and processes across the portfolio, acting as a key point of contact for multiple teams and stakeholders
* contribute to continuous improvements for delivery through automation and process improvement.
* Leading a team effectively by providing thought leadership on people management, enabling people to perform at their best and develop through learning opportunities.
* Development of, and input into policies, processes, and guidelines
* Fostering a positive team culture aligned with the Department's values.

Attributes

The ideal candidate for this role will possess a strong background in people management, program planning and delivery, be experienced in management practices, be flexible and adaptable and have well developed communication and written skills.

Desirable Qualifications and Experience

* Essential: Minimum of 5 years' experience in Construction Management, Capital Works or Project Management
* Desirable: A tertiary qualification relevant to the role.
* Desirable: Previous leadership experience.
