Senior Technical Officer – Project Engagement (Fixed Term, Approx. 18 Months)

Remuneration: Annual salary commencing at $104,662, plus up to 14% superannuation.

Role Overview

The Technical Officer – Project Engagement plays a crucial role in facilitating the support and coordination of various projects related to the council's transport infrastructure network. The role acts as a link between the Infrastructure Services Directorate, external stakeholders and project teams to ensure smooth communication and effective implementation of initiatives.

Key Responsibilities
* Provide technical advice and support on projects and maintenance works, particularly concerning traffic management, road operations and corridor management.
* Act as a direct liaison with external project teams, identifying collaboration opportunities and preparing reports for council officers to facilitate decision‐making.
* Coordinate and manage internal and external infrastructure projects to meet quality standards and deliver on time and within cost.
* Prepare and undertake project briefings, design management, procurement, contractor negotiation, contract management, financial administration and record keeping.
* Prepare and maintain project management plans, monitor risks and issues, and implement effective communication plans.
* Assist in the development, implementation and evaluation of policies, systems and procedures to facilitate effective administration.
* Monitor and review regulatory changes to ensure compliance.
Essential Knowledge & Skills
* Tertiary qualifications in Civil Engineering, Project Management or related field.
* Extensive experience in project management, preferably with waste experience; including preparing accruals and payment claims.
* Experience administering Civil Construction contracts and supervising civil works contracts.
* Practical knowledge of industry best practices for maintenance treatment selection, workflow, scheduling and costings.
* Understanding of quality assurance, road materials and production.
* High level of oral and written communication skills and proficiency in project management software.
* Strong analytical, problem‐solving and investigative skills.
* Knowledge of state and local government legislation and policy.
* Ability to manage multiple projects concurrently and demonstrate time‐management and organisational skills.
* Queensland 'C' Class driver's licence.
* Construction Industry White/Blue card.
Essential Requirements
* Coordinate and manage internal and external infrastructure projects.
* Ensure projects meet quality standards and are delivered cost‐effectively and timely.
* Prepare project briefings, manage procurement, negotiate contracts and oversee financial administration.
* Maintain project management plans, monitor risks and issues.
* Manage external consultants and assess completed work, providing feedback.
* Communicate with other council departments, government agencies and clients to align projects with statutory obligations and council objectives.
* Develop and implement policies, systems, procedures and operational standards.
* Stay informed on regulatory changes and maintain compliance.
