Position overview
The primary responsibility of this position is to coordinate the delivery of construction and infrastructure maintenance activities across the City and to provide technical and operational support to the Manager Programs Delivery to ensure efficient and effective delivery of engineering works and engineering infrastructure asset maintenance. This position in responsible for effective team management of the Roads Maintenance team.

Position objectives
Project Coordination
- Coordinate the operational engineering, drainage and transport maintenance and construction services / activities within the City
- Develop, monitor and review performance targets and standards for Roads Maintenance activities
- Develop works schedules for infrastructure construction and maintenance projects / programs
- Provide accurate and timely cost estimates for all works undertaken
- Ensure all work outcomes are delivered within the agreed timeframes
- Ensure adequate internal and external resources are available to deliver work objectives and maintenance programs
- Provide contract supervision and administration as required to deliver work objectives
- Liaise with statutory and local government authorities, consultants, and the public on operational and other matters relevant to Roads Maintenance where required.
- Coordinate street inspection activities
- Oversee building / development compliance as it relates to infrastructure protection and the maintenance of clear and secure transport / pedestrian systems
- Monitor traffic management associated with building / development compliance
- Develop and regularly review work practices/processes to facilitate efficient and effective work delivery
- Oversee the utilisation and maintenance of Operations Centre vehicle access and materials storage areas
- Ensure the implementation of safe work practices and procedures
- Ensure work methods and practices are environmentally sound and in compliance with the City’s Sustainability Objectives
- Ensure positive outcomes in accordance with the City’s Customer Service Charter
- Liaise with government instrumentalities, public utilities, consultants and contractors as required to deliver work objectives.

Financial Management
- Operate within the authorised limits of City financial policy, delegation and practice
- Ensure all relevant infrastructure projects and maintenance activities are delivered within budget
- Monitor and investigate project cost anomalies and make recommendations to resolve issues
- Benchmark internal service provision with external providers to ensure efficient / effective service
- Prepare budget estimates and recommend allocations required for project and or service delivery

Management of Staff
- Oversee supervisory staff within Roads Services and allocate staff to deliver effective programs
- Provide effective leadership to staff in the team
- Monitor performance of work areas and individuals against established goals and in accordance with City management practices and processes
- Conduct annual performance reviews for all staff under direct supervision and ensure performance reviews for the team are completed in a timely manner
- Manage / administer contractor performance in accordance with contractual obligations
- Ensure the Roads Maintenance team are appropriately trained and skilled
- Ensure compliance with the City’s Work Health and Safety and Health Management Policies and practices;
Administration
- Prepare correspondence to customers, stakeholders in accordance with customer charter guidelines
- Draft management reports relating to activities of work area including reports to Council or associated committees and prepare briefs for projects and/or services
- Develop and implement systems and practices to ensure all maintenance requests are addressed in compliance with the City’s customer charter
- Oversee and/or undertake assigned activities within the Strategic Plan and Corporate Plan
- Administer contracts, develop contract specifications, compile tender documents, and supervise service providers and supply contracts
- Actively participate in the business meetings to facilitate effective communication between other disciplines within the organisation.

Qualifications:
Tertiary qualification or Associate Diploma in Civil Engineering, or lesser qualification with extensive relevant experience in a similar role - Essential

Occupational H & S Representative or Management training certificate - Desirable

Contract management training/qualification - Desirable
