About us The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians. Social Group, in DTF's Economic Division, is responsible for providing analysis and economic, social policy and commercial advice across a breadth of whole of government priorities. The role is in the Early Intervention and Reform team within the Social Group. The team provides pro-active economic, commercial and policy advice on government service delivery with an aim to drive quantifiable improvements in the lives and experiences of Victorians and provide value-for-money for Government. We seek to collaborate with and influence other departments to drive social policy reform options and support innovative funding models and frameworks, such as Partnerships Addressing Disadvantage (PADs) and the Early Intervention Investment Framework (EIIF). Our work focuses on quantifying and communicating impact and supporting departments to develop their capabilities in this area. About the role The position will work as part of a high performing and collaborative team to conduct economic and policy analysis in the health and budget coordination unit. The role will provide the successful candidate with the opportunity to contribute to the delivery of DTF's EIIF and PADs programs, supporting evidence-based investments by government that aim to improve the wellbeing of Victorians and reduce pressure on acute services. Key accountabilities Work independently and as part of a team to advise on complex funding and policy issues. Liaise effectively with internal and external stakeholders and develop constructive working relationships to apply influence. Provide leadership across a range of key issues and projects. Produce high quality written material including ministerial briefings and departmental guidance papers and public documents such as issues papers and reports. Communicate complex concepts effectively with executives. Identify and analyse emerging issues, trends and risks and provide forward looking insights. Initiate and contribute to complex evidence-based research and analysis on a range of issues. Use data analysis to inform advice and support team database management. Contribute positively to team culture and foster a collaborative team environment. Participate in planning and decision-making to support the team. Key selection criteria Strong experience – developing and communicating high-quality advice (including both verbal briefings and written products) including the ability to convey complex issues persuasively and effectively within one or both of the following areas: social policy or government service delivery, and or government budget process and/or public financial management. Stakeholder engagement and influence – leads discussions with executives on complex issues, applies discretion with sensitive information, and possesses a demonstrated ability to establish and actively manage effective internal and external stakeholder relationships. Conceptual/Analytical – well-developed conceptual and analytical abilities including demonstrated ability to prepare and present accurate and timely advice and briefing material informed by data analysis. Data coordination and budget process management – experience coordinating resources, managing databases and stakeholders and mitigating risks to achieve desired outcomes within a government budget delivery process. Innovation focus – focuses on understanding team and organisational practices to evaluate, identify and implement changes that improve the efficiency of work, reduce workplace stress across the broader team, and/or reduce risks that present more broadly across the organisation. Experience and qualifications Bachelor's degree and/or postgraduate in public policy, economics, finance or a related field is required. Experience using Microsoft Excl is required. Experience with other data analytical programs and programming languages is preferred but not required. Breadth of experience working in or for multiple government agencies is preferred.
