The key duties of the position include:

The Role

The Explosives Act Thematic Review (EATR) Taskforce is seeking an EL 2 Director to lead a team responsible for designing and establishing a new Commonwealth Explosives Safety Regulator as part of reforms to the Commonwealth explosives legislative framework.

You will:

* Lead the research and development of Regulator options including the organisation’s governance and accountability functions and workforce structure.
* Lead the delivery of comprehensive cost models and a cost benefit analysis for each Regulator option in accordance with Department of Finance
* Lead the development of the new Regulator’s regulatory policy framework.
* Work collaboratively with internal and external stakeholders to ensure alignment of the reforms with other programs of work and strategic priorities, and develop and manage strategic relationships promoting Commonwealth explosives regulatory business objectives including human safety, property protection and security of Commonwealth operational capability.
* Lead key stakeholder engagement activities relating to the design and establishment of a new Regulator.
* Provide clear and supportive leadership, direction and coordination for the suite of Regulator establishment activities.
* Lead the development and delivery of briefing materials and ministerial, senate estimates and Cabinet documents.

About our Team

The EATR Taskforce within Defence is currently reviewing the Commonwealth explosives legislative framework on behalf of the Australian Government.

The Taskforce is charged to:

* Reform the Explosives Act 1961 (Cth) and related subordinate legislation.
* Establish a new explosives safety Regulator.

This is a significant, high profile undertaking that involves complex policy development and problem solving. Tasks involve close engagement and negotiation with senior Defence management and external stakeholders. This includes the opportunity to further career experience in government and Cabinet processes, engage with other Commonwealth agencies and be a significant player in the creation of a new Regulator.

Our Ideal Candidate

Our ideal candidate will:

* Have demonstrated leadership experience in the public sector, and understanding of, or willingness to learn, the Commonwealth’s role providing national regulation.
* Have demonstrated experience working on projects/policy with a strong economic or regulatory component.
* Have demonstrated experience developing and implementing a range of governance products and processes, including frameworks, models, policies and guidelines.
* Provide strategic oversight and operational leadership across EATR Taskforce functions, with the ability to assess long-term implications and identify opportunities for reform. The ability to apply sound judgment to balance and prioritise competing/critical demands and ensure alignment of the reforms with broader organisational goals.
* Be able to draft high quality documents including advice, briefs, agreements and correspondence.
* Have highly-developed interpersonal skills and a demonstrated ability to communicate information coherently and concisely to different audiences to guide decision-making.
* Have successfully led teams, including building a positive culture, within a complex, demanding environment.
Eligibility

Security Clearance:

Applicants must be able to obtain and maintain a security clearance at “Negative Vetting Level 1”.
