Role Summary
Reporting to the Head of Regulatory Governance & Quality Assurance (RG&QA;), the Governance, Policy & Quality Officer supports the implementation and continuous improvement of JMC Academy’s governance, policy and quality frameworks. The position contributes to maintaining strong academic and corporate governance arrangements, an up‑to‑date and compliant policy suite, and quality assurance processes aligned with the Higher Education Standards Framework (HESF 2021), the ESOS National Code 2018, and the requirements of TEQSA and ASQA.
Working collaboratively with the Institutional Assurance & Risk Officer and under the direction of the Head of RG&QA;, the role supports key governance, policy, quality, risk and compliance processes that are well coordinated, documented, and monitored across the organisation.
Together with the Institutional Assurance & Risk Officer, the incumbent:
- Supports the coordination and delivery of assigned components of JMC’s integrated Institutional Assurance Framework under the oversight of the Head of RG&QA.;
- Assists with the development of the RG&QA; Annual Work Plan, governance and compliance calendars, and institutional assurance reporting schedules.
- Contributes to the cross‑checking and consolidation of governance papers, audit findings, and assurance reports prior to submission to executive and board committees.
- Attends relevant governance committees, as required, to support information accuracy and maintain documentation integrity.
- Supports the preparation of institutional assurance and self‑assurance reports to the Academic Board, JMC Board, and their subcommittees.
Key Responsibilities
Governance Leadership
- Support the coordination of governance operations for the Academic Board, Learning & Teaching Committee, and related subcommittees.
- Coordinate committee meetings, agendas, papers, and minutes with precision and timeliness.
- Support the Head of RG&QA; in governance reform.
Policy Framework Management
- Assist with the policy lifecycle including drafting, review coordination, consultation processes, approval workflows, and publication.
- Support alignment between academic and corporate policies and ensure policy documentation reflects current regulatory obligations.
- Maintain the institutional policy register and monitor policy review timelines and version control.
Quality Assurance & Continuous Improvement
- Coordinate academic and administrative review activities, benchmarking processes, and quality enhancement initiatives.
- Analyse review outcomes and contribute to the development of improvement actions and reporting.
- Support integration of review findings into governance papers, policy updates, and institutional and governance reporting cycles.
Strategic and Sector Engagement
- Maintain an up‑to‑date understanding of higher education governance, policy and quality assurance developments.
- Support JMC’s participation in external governance and quality networks, sharing insights to inform institutional maturity.
Key Attributes and Experience
- Experience in governance, compliance, or quality assurance within a higher education provider or similarly complex organisation.
- Working knowledge of the Higher Education Standards Framework, TEQSA Act, ESOS Act, National Code, and related frameworks (or the ability to rapidly acquire this knowledge).
- Experience supporting boards or committees, including preparation of papers, minutes and documentation.
- Solid analytical, written communication, and stakeholder coordination skills.
- Demonstrated ability to support policy development, governance processes, and/or quality improvement activities.
- A relevant tertiary qualification in higher education, governance, law, quality assurance, or a related discipline (postgraduate qualifications desirable but not required).
- Evidence of ongoing professional development in governance, policy, compliance, or quality assurance.
- Experience working with governance systems, policy registers, or quality management tools.
