Background

The Nile Basin Initiative (NBI) is an intergovernmental partnership of the riparian states of the Nile, established in

- to promote cooperation and sustainable development of the Nile River for the benefit of the 10 countries.

The NBI Secretariat (NBI SEC) in Entebbe, Uganda, is tasked with communicating and engaging stakeholders, creating awareness about NBI's activities, and fostering positive relationships to support its shared vision of sustainable socio-economic development through equitable use of Nile Basin water resources.

Scope of Work

Before the interview:

- Review the ToR for the Communication and Stakeholder Engagement Specialist and identify competency requirements.
- Develop interview structure that matches the vacancy and ensures an objective, rigorous process.
- Create draft questions for all interview components in confidence.
- Prepare scoring sheets and interview guides for the panel.

During the interview:

- Guide the interview process and orient panel members on conduct.
- Provide technical expertise regarding the position being assessed.
- Assist panel members in clarifying any issues regarding questions and evaluation.
- Collect and synthesize scoring results; score oral interviews and mark written assessments.
- Prepare summary of strengths and weaknesses for discussion and finalization.

Immediately after the interview:

- Compile and present interview report with recommendations.
- Consolidate all interview results and obtain signature of the panel on the same day.
- Prepare a short (maximum 3 pages) overall report.

Deliverables

- Interview report summary with recommendations.
- Signed consolidated interview results.
- Executive summary report (=3 pages).

Qualifications and Experience

- Advanced university degree (MA) in Development / Corporate Communication, Public / Media Relations, or a related field with a focus on Water Resources.
- Minimum 10 years of experience in Development & Corporate Communication, stakeholder engagement, or media relations.
- Hands‑on experience in social media engagement and public relations as a tool and management.
- Experience implementing media training workshops.
- Experience working with multilateral institutions (significant advantage).

Competencies

- Solid leadership, managerial and coordination skills; ability to coordinate large, multi‑stakeholder projects.
- Ability to maintain neutrality and independence.
- In‑depth knowledge of corporate communication product development.
- Ability to manage technical and administrative teams and collaborate with stakeholders across sectors.
- Strong knowledge of the political and socio‑economic context of the Nile Basin.
- Excellent command of English or French.

Level of Effort

Expected total effort : 04 working days, including analysis of CVs, drafting interview material (written, oral, presentation), participation in interviews, and preparation of an interview report for panel approval.

Schedule

The recruitment / interview process is expected to last a maximum of 04 days.

Physical Interviews

Physical interviews are planned for 22 July at the NBI SEC, Entebbe, Uganda.

Remuneration

Consultancy fees will be paid at a daily rate.

NBI SEC will cover travel to and from Entebbe and upkeep costs during the assignment.

Implementation Arrangement

The consultant will enter into a lump‑sum contract with NBI‑SEC.

The Executive Director will supervise the assignment, and all reports and communications will be addressed to the Executive Director.

Contractual matters should be directed to the NBI‑SEC Procurement Officer.
