The Role
The EL 1 Engineer Professional – Systems will lead complex systems engineering activities to support the capability definition and approval of project CYB9131 Phase 2 – AUKUS Defensive Cyberspace Operations (DCO). Under broad direction, this role will plan and deliver requirements engineering, integration design, and architecture modelling to enable Gate 2 and Combined Pass approvals.
The position will translate high-level operational needs into system-level specifications, develop enterprise and solution architecture views, and ensure compliance with Defence engineering standards and regulatory frameworks. The role will also manage technical risk, contribute to Test & Evaluation planning, and oversee artefact development for major capability approval milestones.
Key Focus Areas
* Lead requirements elicitation workshops and traceability for CYB9131 capability elements (COE, sensor network, deployable systems).
* Develop and review architecture models and integration strategies for complex cyber mission systems.
* Provide expert advice on systems engineering principles, risk mitigation, and assurance planning.
* Coordinate stakeholder engagement and ensure artefacts meet legislative, policy, and safety requirements.
This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Collective Agreement (DECA), for positions in occupational disciplines/classifications that are critical to Defence capability. About our Team
Joint Information Capabilities Branch (JICB) is one of four branches within the Joint Capabilities Division in Joint Capabilities Group (JCG). JCG was formed in July 2017 with the mandate to deliver joint warfighting capabilities to the ADF.JICB is a blended workforce of APS, ADF, and Contracted personnel who work together with a One Defence mindset to support Defence outcomes with offices located within the Canberra region.

* Joint Cyber & Influence Projects (JCIP);
* Joint Simulation Capabilities (JSC);
* Assured Position Navigation Timing (PNT);
* Joint Electronic Warfare (EW); and
* Project Management Office (PMO).
The Joint Cyber and Influence Projects (JCIP) Directorate manages key projects within the Joint Information Capabilities (JIC) Branch, delivering a number of outcomes that support Defence Cyber Domain objectives.

The EL 1 Engineer Professional – Systems is responsible for leading and delivering highly complex systems engineering activities under broad direction, operating effectively in environments characterised by ambiguity and evolving priorities. The role requires the application of sound engineering judgement to translate high?level capability objectives into actionable plans, identify and manage technical risks and uncertainties, and provide authoritative advice to support informed decision making.
The position involves evaluating and guiding technical and design packages across the full engineering lifecycle, including scoping, planning, review and implementation. The EL 1 Engineer will actively manage workloads, reprioritise as required, and communicate changes clearly to ensure delivery of quality outcomes within agreed timeframes.
Success in the role depends on the ability to build and sustain productive, collaborative relationships with a broad range of internal and external stakeholders, including international partners, and to communicate complex technical information clearly to diverse audiences. The role requires strong written, verbal and interpersonal skills, a commitment to professionalism, and an openness to diverse perspectives and non traditional problem solving approaches.

Applicants must be able to obtain and maintain a security clearance at “Negative Vetting Level 2”.
Mandatory Qualifications
This engineering position requires a Bachelor of Engineering from an Australian institution, or a qualification
gained elsewhere, that satisfies the requirements of the Washington Accord for recognition as a
Professional Engineer.
This engineering position may require the individual to be able to meet the requirements of Chartered
Professional Engineer (Engineers Australia), Registered Professional Engineer (Professionals Australia)
or Fellow/Member of Royal Institution of Naval Architects or demonstrated the ability to obtain such status
within 12 months.
