Classification

APS Level 5 ($88,887 - $95,028), APS Level 6 ($98,314 - $110,483) plus 15.4% superannuation

Employment Type

Ongoing & Non-ongoing (for a period up to 24 months)

This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for a maximum period of two (2) years. If the initial contract is for less than 2 years, it may be extended or renewed once, up to the 2 year limit.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

Who we are

The Governance, Performance and Audit (GPA) Branch is a small, dynamic and professional team that sits within PM&C's Corporate Division. GPA is responsible for PM&C's internal governance arrangements, this includes managing the annual audit program; secretariat support to the department's governance committees; coordination of operational and strategic planning (Corporate Plan, Annual Report, Business Plans); preparation of the Risk Management Framework and Fraud Control Plan, fraud and corruption control and investigations, complaints handling, and integrity matters. We have extensive reach across the department and work closely with PM&C's senior executives.

What you will do

We are seeking motivated, detail-oriented candidates with excellent communication skills to fill several roles at the APS 5 and 6 level. A merit pool of suitable candidates, valid for 18 months, will also be created to fill future vacancies.

The roles will work across the department to provide advice and support, together with branch colleagues, on a range of governance, integrity, fraud and risk, performance reporting, business planning and audit matters.

You will be part of a small team to:

1. Foster and sustain relationships with key internal and external stakeholders, providing high quality advice and managing the resolution of issues.
2. Handle sensitive information, maintaining confidentiality and modelling ethical behaviour and practices consistent with the APS Code of Conduct and APS Values.
3. Prepare various briefing materials to the Executive.
4. Other duties as required in consultation with the Directors and Assistant Secretary, Governance, Performance and Audit.

Performance and Planning

5. Contribute to the drafting and delivery of PM&C's Annual Performance Statement, Corporate Plan and Annual Report.
6. Work in partnership with divisions across the department to support performance reporting requirements.
7. Help drive maturity in performance reporting culture in the department, including delivery of educational activities.
8. Support and coordinate PM&C's emissions reporting requirements.
9. Coordinate meetings, manage information requests and prepare briefing materials.

Audit

10. Contribute to the development, delivery and monitoring of PM&C's Internal Audit Work Program, including undertaking research, supporting preparation of audit reports, coordinating meetings and preparing briefing materials.
11. Contract administration of audit service providers, including administering the contract payment schedule and coordinating the development of audit plans, milestone reporting, and ensuring work is undertaken within the agreed scope.
12. Foster and sustain relationship with key internal and external stakeholders including ANAO, providing high quality advice and managing the resolution of issues.

Fraud and Risk

13. Assist in the implementation and maintenance of PM&C's Risk Management Policy and Framework.
14. Contribute to the management and upkeep of the enterprise risk register and the climate risk and opportunity register, ensuring accuracy, consistency, and timely updates.
15. Undertake analysis of enterprise level risks, including identifying interdependencies and emerging issues.
16. Assist in stakeholder engagement activities, supporting risk owners to meet their obligations and apply good risk management practices.
17. Contribute to risk capability initiatives, including guidance materials, training, tools, operational planning and communications.
18. Support continuous improvement activities within the enterprise risk management function.

You will be committed to working collaboratively across the department to drive results and have a good understanding of the importance of the department's purpose and values.

Adviser – APS 5

To be successful in the role you will demonstrate:

19. Analytical skills, with the ability to interpret information, identify issues, and provide advice in a complex operating environment.
20. Strong written and verbal communication skills, with the ability to prepare routine reports, briefs and correspondence for a range of audiences, including senior executives.
21. Stakeholder engagement capability, including the ability to build productive working relationships.
22. Proven ability to manage competing priorities, work under pressure, and adapt to changing circumstances.
23. The ability to work autonomously, showing personal drive, integrity and initiative.

Additionally, if you have an interest in working in the:

24. Audit team: experience in internal and external audit would be highly regarded, yet not essential.
25. Fraud and Risk team: knowledge and application of the Commonwealth Risk Management Policy will be highly regarded, yet not essential.

Senior Adviser – APS 6

To be successful in the role you will demonstrate:

26. The ability to analyse complex information, anticipate risks, make sound judgements and provide evidence-based advice.
27. Excellent written and oral communication skills, including the ability to clearly communicate complex concepts in written advice and briefs.
28. Strong interpersonal and networking skills, with a demonstrated ability to build close working relationships to support delivery of meaningful advice and outcomes.
29. Resilience and time management, which shows your ability to respond flexibly under pressure, in a time sensitive environment and manage competing priorities.
30. Sound judgement to handle sensitive information, maintaining confidentiality and modelling ethical behaviour and practices consistent with the APS Code of Conduct and APS Values.
31. The ability to work independently, using self-initiative and drive.

Additionally, if you have interest in working in the Performance and Planning team, experience in APS performance reporting would be highly regarded.

Eligibility

32. Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
33. The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
34. The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
