Employment type: Statutory appointment
Term: 3 to 5 years
Time commitment: Full-time or part-time (4 or 5 days per week)
Location: Flexible / remote with periodic travel to Sydney and across NSW
Remuneration: Determined by the Statutory and Other Offices Remuneration Tribunal

About IPART

The Independent Pricing and Regulatory Tribunal (IPART) is NSW's independent economic regulator. We regulate key markets and government services to promote effective social, environmental and economic outcomes for the people of NSW.

Our work spans water, energy and climate policy, transport, local government, insurance, and a growing range of legislated and commissioned reviews that directly affect households, communities and businesses — particularly in the context of cost‐of‐living pressures.

IPART is recognised for its independence, rigour and evidence‐based decision‐making.

About the role

The NSW Government is seeking an exceptional leader to serve as Chair of IPART.

The Chair is one of the permanent members of the Tribunal and presides over Tribunal meetings and public hearings, leading collective decision‐making across IPART's wide‐ranging statutory functions.

The Chair is also the Head of the IPART staff agency, which employs approximately 200 staff and has an annual budget of around $50 million. Day‐to‐day operations are managed by a full‐time Chief Executive Officer who is appointed by, and reports to, the Chair.

This role requires outstanding judgment, independence and authority, and the ability to operate confidently in complex and often high‐profile policy, regulatory and media environments.

Roles and responsibilities

As Chair, you will:

* Make independent statutory decisions as a Tribunal member across a diverse range of regulatory and advisory functions
* Provide strategic leadership to IPART as both a Tribunal and a statutory authority
* Lead and bring together the perspectives of independent Tribunal members to reach timely, well‐reasoned and defensible decisions
* Engage constructively with Ministers, department heads, senior officials and other regulators, while strictly maintaining IPART's independence
* Consult with consumers, regulated entities, industry and community stakeholders through hearings, site visits and formal engagement
* Represent IPART publicly, including engagement with print, broadcast and online media, and explain complex decisions clearly and accessibly
* Oversee strong governance, risk management and financial stewardship, and support the CEO in leading the organisation
* Foster a culture of integrity, professionalism and collegiality consistent with IPART's values

About you

You are a highly respected senior leader with the credibility and gravitas to operate independently and authoritatively at the highest levels of public administration and public debate.

You will bring:

* An exceptional reputation for integrity, independence and sound judgment
* Substantial experience in economic regulation, public policy, complex decision‐making or system‐wide reform
* A strong understanding of regulatory practice, administrative law and the machinery of government
* Highly developed communication skills, including the ability to explain complex and technical issues to diverse audiences
* Demonstrated capability to manage competing stakeholder interests and operate under public and political scrutiny
* Proven strategic leadership experience, including leading senior professionals and independent decision‐makers

Experience may be drawn from government, regulatory agencies, the private sector, academia or other complex service systems.
