Overview

Business Analyst - Contemporary Banking & Real-Time Payments (NPP)

Location: Darwin, NT - Onsite only | Contract: 19 Jan 2026 – 30 Jun 2026

Across Government Systems is seeking a Business Analyst with strong experience in contemporary banking practices and financial technology to support NT Government (NTG) banking service delivery and its transition to real-time payments via the New Payments Platform (NPP).

About the role

You will work with NTG stakeholders, finance, and technology teams to review and improve banking service delivery processes and solutions across a multi-application finance systems suite. The focus is on capturing current-state processes, defining future-state designs, and enabling real-time banking and payment capabilities aligned to the Enterprise Corporate Services (ECS) Roadmap.

Key responsibilities
* Review, investigate, and document requirements for system design, solution architecture, and change implementation across NTG banking services.
* Capture and model existing business processes, then define proposed changes to support ongoing improvements to NTG Banking Service practices and provisioning via the finance systems suite.
* Analyse and map business requirements to solution functionality, ensuring traceability from requirements through to design and delivery.
* Work closely with architects, developers, vendors, and business SMEs to shape technical solutions that support real-time payments (including NPP) and modern banking capabilities.
* Produce clear, comprehensive documentation, including business requirements, functional specifications, process maps, and interface/integration requirements.
* Contribute to change management, workshops, and stakeholder engagement to support adoption of new processes and solutions.
* Provide regular progress updates and artefacts in line with agreed milestones and governance expectations.
Required skills and experience
* Proven experience as a Business Analyst in banking, payments, or financial services, with hands-on exposure to banking service delivery.
* Experience with real-time payment systems, preferably the New Payments Platform (NPP) or similar faster/instant payment schemes.
* Demonstrated ability to work across a multi-faceted finance suite of applications (e.g. core banking, ERP/finance, payment gateways, reconciliation, reporting).
* Strong skills in requirements gathering and documentation, business process analysis/modelling (e.g. BPMN), and solution design in complex environments.
* Strong analytical and organisational skills, with attention to detail and the ability to think conceptually about end-to-end banking and payment flows.
* Highly effective client liaison, facilitation, and stakeholder management skills, including leading workshops and gaining sign-off on requirements.
* Ability to work onsite in Darwin, NT, for the full duration of the engagement.
Nice-to-have
* Recent experience in technical banking service delivery, such as integrating payment gateways, NPP readiness, or modernising cash management and disbursement processes.
* Knowledge of NT Government or Australian government financial frameworks, policies, and controls.
* Experience working in government or large, complex, multi-stakeholder environments.
Engagement details
* Contract term: 19 January 2026 to 30 June 2026.
* Onsite: Full-time onsite presence in Darwin, NT is mandatory for the duration of the project.
* Rate: Vendors to propose competitive rates aligned to candidate experience; strong junior profiles with relevant payments/banking background will be considered.
* Vendors must guarantee resource availability for the full engagement period and ensure compliance with NTG security and privacy standards.
Outcomes and expectations

The successful Business Analyst will be expected to deliver:

* Comprehensive and approved business requirements and functional specification documentation.
* Clear, maintainable business process models with mapping to solution functionality and system components.
* Recommendations for technical and process solutions that enable real-time banking and NPP-aligned payment capabilities.
* Timely delivery of agreed artefacts and active participation in stakeholder engagement, governance forums, and status reporting.

This role will directly support NTG's transition to modern banking practices, enable real-time payment capabilities for improved customer service, and align with ECS Roadmap objectives for future-proof financial systems.
