Following a comprehensive service review, Council is implementing Phase 2 of the Infrastructure & Assets transformation, focused on strengthening middle management, clarifying accountabilities, improving coordination and ensuring our services are sustainable, well-governed and future-ready.

As part of this transformation we are seeking a capable and experienced Operations Manager

to lead the delivery of Council’s frontline operational services and ensure

high-quality outcomes for the community.

Reporting to the Manager Infrastructure Services and forming

part of the Infrastructure & Assets Directorate, this role provides

leadership across a diverse range of operational areas including civil

construction and maintenance, open space maintenance, quarry operations and

weeds and biosecurity programs.

This position is responsible for coordinating teams,

managing resources and ensuring that services are delivered safely, efficiently

and in line with Council’s strategic objectives and community expectations. You

will oversee operational programs for roads and drainage infrastructure, parks

and sporting fields, quarry operations and environmental compliance activities,

ensuring strong governance, safety and service standards across all areas.

You will also provide leadership to operational staff and

contractors, manage budgets and contracts, and work closely with internal teams

and the community to deliver sustainable and reliable infrastructure services.

Essential selection criteria include (full criteria in the Position Description below):

Relevant qualifications in civil construction, civil engineering, operations management or a related discipline, or extensive equivalent experience.Demonstrated leadership experience in civil works, open space management, quarry operations or related operational service delivery functions.Strong knowledge of weeds and biosecurity legislation and environmental compliance requirements.Proven ability to lead and manage multidisciplinary operational teams, contractors and resources.Sound understanding of quarry operations, safety systems and environmental management.Demonstrated knowledge of workplace health and safety, risk management and environmental compliance.Financial and contract management capability, including budgeting, procurement and contractor supervision.Strong interpersonal, communication and stakeholder engagement skills.

Be rewarded

This position is placed at Grade 14 of Council’s salary system. This is a permanent, full-time opportunity. The salary offered is from $111,649 to $125,590 per annum plus 12% Superannuation and a leaseback vehicle.

This role works a 19-day month with 1 rostered day off (RDO) every 4 weeks.
