Overview ARO Tender Consulting is seeking an experienced Proposal Lead for a leading client to support major infrastructure and construction bids across Melbourne.
This is a high-impact leadership role responsible for driving the development of high-quality and timely EOI and tender submissions. Our client is specifically looking for candidates with Defence exposure; holding a Defence clearance would be considered an added advantage.

About the Role As a Proposal Lead, you will take ownership of end-to-end bid delivery, leading high-value submissions from strategy through to final lodgement. You will combine exceptional writing capability, bid leadership, and stakeholder management to deliver compelling, compliant, and winning submissions.
Key Responsibilities
Lead the end-to-end development of EOI and tender submissions.
Drive bid programmes, including timelines, reviews, and governance processes.
Act as the central point of contact for all bid stakeholders.
Produce and review high-quality, persuasive submission content.
Collaborate with estimators, engineers, project teams, and senior leadership.
Ensure compliance, consistency, and strategic alignment across submissions.
Manage document control systems (e.g. SharePoint) and versioning.
Maintain and contribute to bid libraries and reusable content.
Provide leadership and mentoring to bid coordinators and junior team members.
About You
Proven experience as a Proposals Lead / Bid Manager within construction or infrastructure (essential).
Defence industry exposure is highly sought after.
Current Defence clearance is an added advantage.
Strong technical writing and content development expertise.
Demonstrated ability to lead complex, high-value bids.
Excellent stakeholder engagement and communication skills.
Highly organised with strong time and deadline management.
Experience working with cross-functional teams and senior stakeholders.
Ability to mentor and guide bid team members.
Available to commence immediately.
