The CIO Division provides a range of enabling services and operations delivery to the department and to Australian businesses and is seeking experienced and motivated .NET Developers with a minimum of 5 years' experience to assist with the delivery of various ICT Projects across the Division.
Key Duties and Responsibilities:
.NET Developers will be required to:
* Develop and maintain Azure-based web API and Portal applications to support existing legislative reporting requirements, and new regulatory processes
* Integrate various system components to achieve a seamless end-to-end experience for users
* Provide technical advice on issues related to systems development
* Apply secure coding practices/processes to ensure solutions delivered are secure and robust
* Conduct peer reviews of code and infrastructure
* Understand and code against detailed application architecture documents
* Ensure that best practice and departmental standards are applied and managed
* Create and review technical/release documentation
* Effectively communicate with technical and non-technical stakeholders
* Collaborate with a cross-functional team working within an agile structure
* Collaborate and mentor team members to promote team harmony and support cross-skilling professional development
* Instil a culture of learning, collaboration and continuous improvement in a team environment
* Undertake additional duties as required
Essential Criteria:
1. Technical Skills:
2. Demonstrated experience (Min 5 years) implementing secure web-based business solutions
3. Experience in developing Web/REST APIs using Function Apps, Azure API Manager, Cosmos DB, Service Bus, asynchronous messaging services, and customer-facing web portal development using .NET Framework (including .NET Core) and ASP.NET
4. Experience developing web applications using either Angular or React and implementation of Single Sign-On Authentication and Role-Based Access using Azure Entra ID
5. Familiarity with the Information Security Manual (ISM), its controls and how to apply them to a solution design and build
6. Experience with unit/integration/automation testing. Familiarity with xUnit, nUnit, Selenium, Playwright.Net
7. Cloud Experience:
8. Demonstrated experience in cloud-based solution implementation with technologies such as: Azure Web Apps, Function Apps, Azure Cosmos DB, Azure SQL and Azure Service Bus, Logic Apps, and Azure API Manager
9. Azure DevOps and Visual Studio for code development, management, repositories and deployments (CI/CD)
10. Integrating custom-built apps with third-party systems, including Microsoft Dynamics 365 CRM
11. Extensive experience developing on Azure platforms
12. Demonstrated experience in successfully optimising complex legacy code to fully utilise benefits of Azure Cloud environment
13. Agile:
14. Experience working with Agile multi-disciplinary teams to deliver secure, user-friendly and reliable solutions that meet stakeholder, citizen and business expectations
15. Ability to pragmatically change direction and scope as new information is discovered and challenges or opportunities present themselves

Desirable Criteria:
1. Experience in development using Agile and DevOps delivery models
2. Experience developing web applications using either Angular or React
3. Integration/UI/Front-End testing: Selenium, Playwright.Net, Jest
4. Tertiary qualifications in software design and development and experience working with SQL servers, Cosmos DB, Blob storage and high-volume data traffic/processing
