It enables users to search for, discover, access, visualise and collaborate on information contained in multiple disparate repositories and databases via a single web based interface. The key benefit of the system is in providing the ability to find and use the information available more efficiently and effectively. This is achieved by reducing the time needed to search for and digest information and increasing the time available for assessment and analysis.Although the user base and daily usage rate of the system has increased since it was introduced in mid 2022, this activity is being conducted to ensure the maximum number of users are aware of the benefits provided by the system and use it on a regular basis. This is identified as a key priority. The system has a long life of type horizon (10 years +) and is a high value discovery tool of strategic importance to Defence.An external Organisational Change Management (OCM) Review was conducted between November 2023 and March 2024 to determine the drivers behind lower than expected / desired use rates and to make recommendations on steps to address this. The review considered key project documents and engaged a range of key stakeholders across the project through 1:1 interviews. This enabled the review to form an understanding of the landscape and develop hypothesis about barriers to adoption to test with end users.The final OCM Review report outlined 15 recommendations. In order to implement the OCM Review recommendations, a dedicated organisational change team is required, capable of providing high tempo support.The Work Order Objectives for the Services are for a team of Supplier Personnel to lead, develop and effectively execute a change management plan focussed on increasing usage of the system capability to the point that it is employed by the target end user community as a “business as usual” tool for the search and discovery of Intelligence Surveillance and Reconnaissance information.Organisational Change Management (OCM) Work Stream:A Brief Statement of Activity Description:OCM resources are to develop a strategy and OCM implementation plans, and lead the implementation of the initiative, with direction from the Capability Manager as the face of the Change.The OCM strategy and plans are to be based on the recommendations and conclusions provided by an external OCM Review on user uptake of the system conducted between November 2023 and March 2024. The strategy is to take a longer-term view of implementing and reinforcing OCM activities and will support the implementation and adoption of the Change, the stakeholder communication strategy and the resources that will be needed to ensure that the Change is understood, adopted and utilised effectively by all stakeholders. The OCM Implementation plan will focus more on short term implementation of the recommendations from the OCM Review.OCM experts with broad expertise in organisational systems, processes and design as well as stakeholder management are the target skill set for this work stream. They will focus on organisational performance, analysis and reporting. They will provide the Capability Manager support with articulating the benefits, defining the user cohorts and use cases, as well as resistance identification and mitigation. The OCM resources will be required to understand the recommendations provided by the external OCM Review to inform development of the strategy and detailed plans and will be required to conduct stakeholder engagement with, and on behalf of, Commonwealth personnel to enable effective implementation of the strategy and plans developed.
