- Provides technical leadership in area of responsibility to ensure consistency in approach and outcomes across projects, customers, and business lines.
- Develops and approves estimate approaches, budgets, and schedules within area of responsibility.
- Provides guidance and reviews all estimates and studies in area of responsibility.
- Performs high-level confirmation of developed quantities for completeness and reasonableness in area of responsibility.
- Provides guidance in the development and reviews of criteria for development of pricing structure and provides guidance to assure complete and reasonable pricing in area of responsibility.
- Reviews estimates and cost study presentations, comparisons, and reconciliations in area of responsibility. Makes recommendation for approval to more senior management.
- Reviews the recommended contingency ranges and escalation rates to be presented to the project team in area of responsibility. Makes recommendation for approval to more senior management.
- Leads cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area. Within area of responsibility, leads team in the identification of risk items, assignment of risk levels to portions of the project work and identification of measures to mitigate risk.
- Takes a lead role in estimate reviews and presentations to project management and senior management in area of responsibility.
