About the Role
This position requires a capable professional with deep knowledge of government procurement and contract management frameworks. Operating with a high degree of autonomy, the Contract Manager will be responsible for the planning, formation, negotiation, administration, performance monitoring, and closure of contracts that support the delivery of secure and resilient operational outcomes.
You will be relied upon to provide expert advice on procurement planning and contract management strategies, ensuring compliance with the Commonwealth Procurement Rules (CPRs), the Public Governance, Performance and Accountability (PGPA) Act, and relevant government policy frameworks.
Key Duties and Responsibilities
* Manage the full contract lifecycle, from initiation through to renewal or closure, within an ICT and security program context.
* Negotiate contract terms and lead change control processes, including variations and renewals.
* Ensure the timely execution of milestones and deliverables in accordance with agreed terms.
* Undertake comprehensive financial evaluations and ensure all expenditure aligns with approved budgets.
* Monitor and manage contract performance, risks and supplier compliance against contractual obligations.
* Evaluate and address mitigation strategies for risks associated with supplier performance and compliance, recommending improvements where appropriate.
* Resolve complex contractual issues, including under-performance and remediation, while promoting lessons learned and continuous improvement.
* Champion improvement programs, developing strategies and incentives to enhance contract performance.
* Assist in procurement planning, tendering and contract formation activities, ensuring adherence to legislation, procurement policies and procedures.
* Develop strategic and commercially sensitive documentation such as templates, schedules, correspondence, submissions, plans, reports and risk documentation.
* Engage and influence stakeholders, taking initiative to identify and implement alternative solutions to contract management challenges.
* Build and sustain productive working relationships with supervisors, project teams, suppliers and other stakeholders.
* Provide high-quality advice and reporting on contract status, risks and performance to senior management.
* Promote compliance with governance and probity requirements, ensuring non-discriminatory and transparent conduct throughout all procurement and contracting processes.
Technical Skills and Attributes
* In-depth understanding of Commonwealth procurement legislation and contract management principles.
* Proven ability to apply government policies and frameworks across the full contract lifecycle.
* Strong analytical and commercial acumen to assess value for money, performance and risk.
* Advanced written and verbal communication skills, with the ability to develop and present complex reports and submissions.
* Demonstrated stakeholder management capability in high-security or complex project environments.
Essential Requirements
* Demonstrated experience in procurement and contract management within a government setting.
* Understanding of the Commonwealth Procurement Rules, PGPA Act and Australian Government Contract Management Principles.
* Strong organisational and administrative skills, with the ability to liaise effectively across diverse stakeholder groups.
* Proven experience monitoring supplier performance, addressing under-performance and driving continuous improvement.
* Excellent written and oral communication, reporting and interpersonal skills.
Desirable Requirements
* Formal qualifications in procurement, contract management, commercial law, or a related discipline.
