Gladstone Area Water Board (GAWB) is seeking a dedicated Risk and Compliance Manager to join their team in Gladstone or Brisbane. About the role:
As the Risk and Compliance Manager, you will be entrusted with overseeing all aspects of risk management, compliance frameworks, quality assurance systems, records management protocols, and document control processes. Your day-to-day activities will involve collaborating with senior executives to shape strategic direction around risk appetite while supporting operational teams in maintaining high standards of compliance. You will facilitate regular reviews of key risks facing the organisation—ensuring that both current operations and future initiatives are underpinned by sound governance practices. By providing expert advice on regulatory changes or best practice developments, you will help keep GAWB ahead of industry expectations. Your responsibilities also include preparing detailed reports for leadership review; delivering targeted training programs; monitoring fraud prevention measures; maintaining certification for quality management systems; coordinating internal audits; enhancing software platforms for governance; engaging with consultants or contractors as needed; and nurturing a culture where everyone feels empowered to contribute towards organisational goals. Success in this role means being proactive in identifying potential risks or compliance gaps while championing continuous improvement across all facets of GAWB's operations.
* Lead the design, implementation, maintenance, and ongoing enhancement of GAWB's enterprise Risk Management System in alignment with ISO31000 standards.
* Support and advise the business on embedding risk operating models and cultivating a risk-aware organisational culture.
* Facilitate annual reviews of risk appetite statements as well as quarterly strategic risk assessments for executive leadership and board oversight.
* Advise business units on developing operational risk registers by providing specialist guidance on identifying controls and managing risks effectively.
* Prepare comprehensive risk reports for presentation to executive leadership to inform decision-making processes.
* Deliver specialist advice, training sessions, and guidance to staff at all levels to advance understanding of risk management systems and compliance requirements.
* Oversee fraud and corruption risk registers; act as Fraud Officer when required; develop and deliver regular awareness training on fraud prevention.
* Monitor internal and external factors impacting GAWB's risk management system while ensuring timely responses to emerging threats or opportunities.
* Lead the design, implementation, maintenance, and improvement of GAWB's Compliance Management Framework in accordance with ISO19600 standards.
* Implement robust records management and document control systems aligned with legislative requirements such as the Public Records Act and Queensland State Archives.
What you bring:
To excel in the role, you will bring substantial experience from roles focused on enterprise-wide risk assessment frameworks—ideally gained within regulated environments such as utilities or government agencies. Your background should reflect deep knowledge of international standards governing both risk (ISO31000) and compliance (ISO19600) alongside hands-on involvement with quality assurance certifications like ISO 55001/14001/45001. You will have demonstrated your capacity for critical analysis by designing innovative solutions that address complex challenges while remaining sensitive to stakeholder perspectives. Your interpersonal skills will enable you to communicate technical information clearly—whether advising senior leaders on strategic issues or guiding frontline staff through new procedures. Experience facilitating workshops or delivering training is highly valued as is your ability to manage multiple priorities without compromising attention to detail. * Hold a tertiary qualification in Risk Management, Law, Business—or possess extensive experience in enterprise-level risk management within a corporate setting.
* Demonstrate proficiency in analytical thinking with proven ability to develop strategies that enhance organisational approaches to risk identification and mitigation.
* Exhibit excellent communication skills enabling you to provide clear advice across all levels—and build trusted relationships with stakeholders.
* Showcase experience partnering with business units on technical matters related to risk or compliance while offering practical solutions tailored to diverse needs.
* Display familiarity with quality concepts and methodologies relevant to asset management (ISO 55001), environmental (ISO 14001), or safety (ISO 45001) systems certification processes.
* Be adept at using Microsoft Office Suite applications including Visio, SharePoint, Word, Excel, Outlook—as well as specialist software for managing risks or compliance obligations.
* Possess experience implementing or improving quality management systems within complex organisations (desirable).
* Understand principles of corporate governance including board operations or have participated in internal/external audit processes (desirable).
* Membership in relevant professional bodies such as RMIA or GRC Institute would be advantageous but not essential.
