Position Overview

Reporting to the Chief Financial Officer, the People & Capability Officer supports the Tiwi Land Council’s Management Team in managing and developing its people.

The successful incumbent will be responsible for upholding the Tiwi Land Council’s commitment to a supportive and culturally safe environment where creativity, collaboration, and performance can flourish, whilst also setting expectations of our employees to perform their duties with integrity and professionalism, upholding and enhancing the reputation of the Tiwi Land Council.

The role delivers core people and capability services and coordinates structured training and workforce development initiatives in accordance with established policies, procedures and frameworks.

Role Responsibilities

* Lead and continuously improve the full employee lifecycle, including recruitment, onboarding, induction, workforce capability, retention strategies, staff communications, exit interviews and staff engagement initiatives.

* Design, implement and maintain fit‑for‑purpose human resources frameworks, policies, procedures and systems, including capability frameworks, performance and development review processes, training programs, and compliance with the Land Council’s People policy and relevant legislation.

* Provide high‑quality, timely human resources advice and support to the CEO and Management Team, including interpretation of legislation and the management of conduct and performance matters, grievances, disciplinary processes and terminations, with escalation of complex or high‑risk issues and a strong focus on procedural fairness.

* Coordinate staff wellbeing, injury management and professional development initiatives, including access to training opportunities, Employee Assistance Program (EAP) services, workers compensation claims, and liaison with external providers such as Comcare, rehabilitation professionals, IT service providers and training organisations.

* Monitor, report and maintain human resources governance and compliance obligations, including HR metrics, mandatory government reporting and surveys, staying abreast of legislative changes, and undertaking additional duties as directed by the CFO.
