About The Role
The Procurement & Contracts Officer supports the delivery of procurement and contract management activities across the Alliance, contributing to the successful delivery of building and construction works.
Reporting to the Commercial Manager, the role works closely with the Procurement Package Owner to ensure alignment of procurement activities, documentation and compliance with the Procurement & Contract Management Plan.
The position supports the Purchasing Team in delivering procurement and supply chain strategies, including coordinating tender processes, administering contracts and maintaining accurate procurement and contract records. The role also contributes to performance monitoring, reporting and risk management, ensuring procurement activities are compliant, transparent and aligned with Alliance requirements.
Responsibilities
Responsibilities and Accountabilities:
* Obtain and analyse tender submissions and pricing from suppliers to support procurement decisions and negotiations
* Maintain procurement records, including registering bids and maintaining procurement data within relevant systems
* Support the sourcing process by identifying suppliers, participating in consultations and assisting the Procurement Package Owner and Senior Procurement Officer
* Contribute to market awareness by identifying and proposing new materials, plant and equipment or technical developments
* Foster a collaborative and inclusive team environment, promoting a One Team culture built on trust, respect, transparency and shared accountability
* Actively support and comply with Alliance policies, procedures and governance frameworks
* Contribute to a culture of continuous improvement, innovation and knowledge sharing across the Alliance.
Accountabilities
* Procurement planning and tendering, including preparation and issue of tender documentation using approved templates, coordination with the Commercial Manager for approvals, and development and maintenance of procurement schedules tracking milestones, delivery dates and contract values
* Coordination of tender processes, including supplier identification and prequalification, issuing RFQs/RFTs in line with thresholds, supporting tender evaluations, and participating in pre-award activities including BAFO processes
* Contract administration and management, including supporting contract negotiations, preparing Recommendation for Award documentation, assisting with contract execution, and identifying, recording and tracking contract departures in accordance with the Departure Schedule process
* Maintenance of contract systems and records, including accurate contract registers and storage of executed contracts in SharePoint and relevant systems
* Management of subcontractor scope and deliverables, including communicating scope requirements to project teams and ensuring handover obligations are clearly defined and met
* Verification of subcontractor insurances to ensure they are current, adequate and compliant
* Support of contract change management processes, including managing variations in accordance with the Change Management Plan and ensuring appropriate approval and documentation
* Monitoring subcontractor performance, including participation in monthly performance meetings across progress, cost, quality and HSE, and supporting KPI tracking and performance reporting
* Identification and assessment of claims and disputes, with escalation of unresolved issues to the Commercial Manager
* Delivery of procurement reporting and documentation, including weekly AIRP updates, monthly ALT reporting inputs, compiling procurement data, and maintaining records in accordance with document control requirements, while contributing to internal and external reporting, lessons learned and continuous improvement initiatives
* Ensure procurement activities are conducted in accordance with probity and ethical standards, including conflict of interest, confidentiality and transparency requirements
* Support internal and external audits, including preparation of documentation and implementation of corrective actions
* Identification of procurement risks and mitigation strategies, and support in applying the Risk and Opportunity Management Plan
* Liaise with project and site teams to support procurement-related activities and documentation
* Ensure compliance with the Program Alliance Agreement and all associated procurement and contract management plans.
Knowledge and Experience
* Experience in procurement, with the ability to adapt to changing priorities, project timelines and organisational requirements. Experience working in remote or challenging environments is highly regarded
* Sound knowledge of procurement processes and contract formation
* Construction industry experience.
Preferable Qualifications
* Bachelor's degree in commerce, business, law, engineering, project management, international trade and logistics, or a related discipline.

* Strong written and verbal communication skills
* Resilience and adaptability, with the ability to work independently and effectively in small teams to meet regulatory and project deadlines
* Strong organisational skills and attention to detail, with the ability to manage multiple priorities.
Technical
* Working knowledge of Microsoft Office suite, including Word, Excel, PowerPoint and Outlook
* Experience using procurement and contract management systems for maintaining records, registers and documentation
* Familiarity with document management systems such as SharePoint.
