Primary objective
Provide high-level advice, coordinate and support cyber security resilience activities across preparedness, incident response,
exercises, training and consequence management.
Context statement
The Department of Corporate and Digital Development manages digital systems on behalf of NT Government agencies. The
position operates within a team providing cyber resilience advice and support. The position is required to work in a busy
environment with involvement in sensitive issues. Out of hours work may be required.
Key duties and responsibilities
1. Provide advice, evidence-based analysis and strategic comment across a range of issues and initiatives that impact on the
operations of, and the services delivered by the Cyber Resilience team.
2. Manage the Department’s cyber emergency management hazard plans, templates and toolsets, including review processes and
the documentation of lessons learnt in accordance with legislative and policy requirements.
3. Manage the cyber security exercise and training program and lead the development of associated plans, templates and toolsets.
4. Provide guidance and support during incident response and recovery operations and support consequence management
responses, including to nationally significant cyber incidents.
5. Play a key role in the development, coordination and implementation of cyber resilience projects.
6. Operate as a leader within the team, supporting and guiding others, and work collaboratively across the Digital portfolio to
ensure alignment with activities across the cyber resilience program and projects.
Selection criteria
Essential
1. Excellent experience and knowledge in the areas of strategic planning and project management.
2. Extensive working knowledge of corporate governance/incident management principles and processes, and the links between
risk identification and planning process, mitigation and review principles and processes, particularly in a cyber security context.
3. Proven skills and capability to represent the agency at national and jurisdictional cyber security emergency coordination
meetings and forums, as a liaison officer, or in a functional capacity within multi-agency activation.
4. Ability to analyse, problem solve, exercise critical thinking, and propose innovative and contemporary approaches to cyber
resilience activities through a rigorous risk management approach to planning and decision making.
5. Highly developed written and verbal communication skills, including the ability to influence stakeholders, interpret technical
information, prepare and review written documents and executive briefings, facilitate workshops and provide presentations
suitable for a wide range of audiences, including senior management.
6. The ability to work effectively within an emergency operations environment with calmness and resilience during periods of high
pressure and uncertainty and with the ability to work outside of normal business hours.
7. Hold or have eligibility to obtain Negative Vetting 1 National Security Clearance.
Desirable
1. Current experience working in cyber security with strong knowledge of ICT incident management.
2. Qualification in ICT, cyber security, risk and compliance, emergency management or other related discipline with business
planning and project management experience.
