SHINE Inspire Achieve Belong Inc. is seeking an exceptional leader with proven executive experience to drive our next phase of growth and impact. This is not a development role – we need a strategic, well-connected leader who can hit the ground running and immediately advance our mission to support at-risk girls and young women across the Midwest region of Western Australia.
As General Manager, you will report directly to the Board and have full accountability for organisational strategy, operations, stakeholder relations, and financial sustainability. You will leverage your established networks and sector credibility to strengthen partnerships, secure funding, and position SHINE as the leading provider of complementary education programs for girls and young women in regional WA.

What You'll Lead
Strategic Leadership & Governance
* Provide executive leadership to deliver on SHINE's strategic plan and advance organisational purpose, mission, and values
* Work in close partnership with the Board to ensure robust governance, compliance, and risk management
* Drive continuous improvement in program quality, operational efficiency, and organisational effectiveness
* Lead strategic planning processes and translate vision into actionable outcomes
Financial & Operational Excellence
* Ensure the financial sustainability of SHINE through sound fiscal management, budget oversight, and resource allocation
* Maintain effective systems and processes that support high-quality program delivery
* Oversee contract management, compliance reporting, and acquittal of government and corporate funding
* Implement data-driven decision-making and performance measurement frameworks
People & Culture
* Lead, develop, and inspire a high-performing team committed to excellence and impact
* Foster a positive, inclusive workplace culture aligned with SHINE's values
* Manage all human resource functions, including recruitment, performance management, and professional development
* Champion workplace health, safety, and wellbeing
Partners & Stakeholder Engagement
* Leverage your existing relationships with government agencies, funding bodies, community organisations, and Aboriginal Community Controlled Organisations (ACCOs)
* Identify and cultivate new strategic partnerships with aligned organisations, businesses, and philanthropic entities
* Represent SHINE externally as a credible, authoritative voice in the youth services and education sectors
* Build and maintain productive relationships with schools, program participants, families, and community stakeholders
Business Development & Growth
* Identify funding opportunities and lead the development of competitive grant applications and sponsorship proposals
* Drive income diversification strategies to reduce reliance on single funding sources
* Position SHINE strategically within the regional and state funding landscapes
* Expand program reach and impact through innovative partnerships and service models
What You Bring to SHINE
We are seeking a leader who can step in and immediately add value. You will have:
o Significant senior leadership experience in community services and/or education, ideally in a not‐for‐profit context.
o A track record of leading change, making sound decisions and delivering outcomes in complex environments.
o Strong financial, risk and HR management capability, including managing contracts and meeting funding obligations.
o Well‐established networks across government, community and business in WA, and the ability to quickly leverage these relationships to support SHINE's growth.
o Proven experience identifying and securing funding through grants, sponsorship and partnerships.
o Experience with education or youth-based programs, including monitoring, evaluation and reporting, is highly regarded.
o Relevant tertiary qualifications in business, management or a related field are desirable.
About SHINE Inspire Achieve Belong Inc.
Founded in 2010, SHINE provides complementary education programs for girls and young women in the Midwest region of Western Australia who are at risk of disengaging from mainstream education. Our SHIMMER and SHINE programs focus on social and emotional well‐being, re‐engagement with education and connection to community and peers. Working in partnership with schools, businesses and community organisations, SHINE has supported more than 1,300 girls and young women over the past 13 years. The organisation is funded through federal and state government contracts and corporate sponsorships and is governed by a volunteer Board based in Perth and the Midwest.
