* Fixed, Full-Time Opportunity to work with a high-performing and passionate team in the Victorian Public Service
* VPS Grade 5: $113,022 - $136,747 plus superannuation.

The Department of Justice and Community Safety is seeking a Senior Program Officer to provide a critical role within Marine Search and Rescue.

About The Business Unit
Emergency Management, within the Department of Justice and Community Safety (the Department) works closely with government and agencies across the emergency management portfolio. The group is led by the Deputy Secretary, Emergency Management. Emergency Management includes the department's emergency management accountabilities and statutory entities and offices.

Emergency Management Victoria (EMV) leads emergency management in Victoria by working with government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies. EMV is a statutory entity and is part of the Department. The Department, through the Secretary, employs EMV staff and provides corporate functions to EMV. EMV is led jointly by the Chief Executive (CE) and the Emergency Management Commissioner (EMC).

The purpose of the Operations directorate is to lead the emergency operational coordination and state operations in Victoria by working with communities, volunteers, government, agencies and business to strengthen their capacity to withstand, plan for, respond to and recover from emergencies.

About The Role
The Program Officer role is part of the Marine Search & Rescue (MSAR) team which supports the agencies, volunteers and units that deliver MSAR services in Victoria. The incumbent is expected develop long term strategies for MSAR's sustainability.

Some Of Your Duties Will Include

* Develop detailed plans and strategies that drive the sustainability of volunteer marine search and rescue in Victoria
* Develop corporate plans and strategies to ensure volunteer MSAR is contemporary and operates with efficiency across the various organisations
* Develop detailed organisational design and development plans and pathways for MSAR's future
* Conduct detailed stakeholder engagements to fully understand each organisations requirements
* Create high quality business cases to support Volunteer marine search and rescue's future

About You
To be successful in this role, you will have:

* Experience in developing high quality business cases and corporate documents
* Experience in leading organisational design, development and transformation programs
* High level of negotiation and influencing skills across multiple stakeholder levels
* High level of problem-solving skills to effectively navigate complex challenges

Qualifications/requirements

* Qualifications in business planning, organisational transformation or corporate strategy preferred.
