Role Summary
OAUM Securities is seeking experienced and detail-oriented Cost Estimators to join our advisory team supporting our Federal Government clients. This role involves delivering high-quality cost estimation services across capability acquisition, sustainment, and infrastructure programs. Consultants will work closely with Government stakeholders, providing robust cost modelling, cost assurance, and strategic advice aligned with industry standard costing methodologies and governance frameworks.
Key Objectives & Responsibilities
Develop Project Cost Estimation Models & Analyse Cost Risk and Uncertainty
* Apply tools such as CCT, ACEIT, or TruePlanning to build defensible cost estimation models for Government proposals and capability programs
* Validate and verify cost models in accordance with Defence Cost Estimation Manual (DCEM) and internal assurance protocols
* Conduct risk and uncertainty analysis, including sensitivity testing and probabilistic modelling
* Prepare and deliver cost briefs, assurance reports, and ad hoc financial analysis to key stakeholders
Revise and Maintain Existing Cost Models
* Update and refine existing cost models based on evolving project inputs and stakeholder feedback
* Maintain a decision register documenting all changes, assumptions, and rationale for audit and assurance purposes
* Provide updated cost briefs and model walkthroughs to project teams
Engage Stakeholders Effectively
* Liaise with capability managers, project leads, and financial analysts to validate assumptions and ensure model alignment with operational needs
* Present cost models and analysis findings to key stakeholders, addressing technical and strategic queries
* Facilitate collaborative workshops and model walkthroughs to support decision-making and assurance
Share Knowledge and Build APS Capability
* Provide on-the-job mentoring and structured training to APS staff on cost estimation techniques, tools, and best practices
* Conduct peer reviews of APS-developed cost models, offering constructive feedback and assurance
* Support Defence's internal capability uplift initiatives in cost assurance and financial modelling
Desired Qualifications & Experience
* Tertiary qualifications in Finance, Accounting, Engineering, Economics, or a related discipline
* Proven experience in cost estimation within Government, Defence or complex infrastructure environments
* Proficiency in CCT, ACEIT, TruePlanning, or equivalent cost modelling platforms
* Strong understanding of Defence cost assurance frameworks, including DCEM and Gated Review processes
* Excellent stakeholder engagement and communication skills, with the ability to translate complex financial data into actionable insights
* Experience mentoring or training staff in cost modelling or financial assurance
* NV1/NV2 clearance or ability to obtain
