Greater Western Water (GWW) operates in one of Australia's most dynamic and complex regions - spanning dense urban centres, fast-growing outer suburbs and regional communities across Melbourne's west and the Macedon Ranges. This diversity brings a unique set of challenges in planning, delivering and sustaining essential services across varied geographies, communities and expectations. GWW is currently in a period of renewal and are focused on restoring stability, improving customer experience, and strengthening internal capability to rebuild trust. This work is essential to delivering reliable services and creating conditions for long-term transformation.

The Opportunity

The General Manager People, Culture & Safety (GMPCS) is a critical member of the Executive Leadership Team, reporting directly to the Managing Director and playing a central role in shaping the future capability, culture and performance of GWW. Operating within a large, complex and evolving environment, the role is responsible for shaping organisational capability, culture, leadership and safety performance to support strategic delivery and operational excellence. You will drive transformational workforce initiatives across culture, leadership, workforce planning, industrial relations and safety, while enabling future‐focused capability uplift in areas including digital transformation, emerging technologies and climate resilience. As a trusted executive advisor, the role will also contribute broadly to enterprise strategy, Board engagement and stakeholder management across unions, government and the broader water sector.

Success in the role will be defined by your ability to lead enterprise‐wide cultural change and workforce transformation, strengthening leadership capability, accountability and organisational performance across GWW. You will lead effective Enterprise Agreement negotiations, embed contemporary governance and performance frameworks, and enhance the People & Culture function to support a high‐performing, agile and resilient workforce. A collaborative and influential leadership style, combined with strong commercial acumen and stakeholder engagement capability, will be critical in building trusted relationships across internal and external stakeholders and delivering sustainable workforce and organisational outcomes.

Ideal Candidate

You will be a highly respected executive leader with experience leading People & Culture teams across workforce transformation within large, complex and operationally intensive environments. You will have deep experience in leading enterprise‐wide organisational change initiatives including workforce planning, enterprise bargaining, and cultural transformation, to ensure a sustainable, capable and agile workforce for the future. Experience operating within regulated or public sector environments will be highly regarded, alongside the confidence and credibility to influence at Executive and Board level.

You will be highly regarded for your collaborative, authentic and values‐led leadership, with the ability to respectfully challenge, lead through ambiguity and build trust across diverse stakeholder groups. Importantly you will have proven track record of developing high‐performing teams, embedding adaptability and accountability, along with a strong safety‐first mindset to deliver on organisation strategic outcomes.

The role requires an executive leader who can balance strategic thinking with operational execution, while fostering a high‐performing, resilient and accountable culture.
