Our client is seeking a highly experienced Rail Portfolio Specialist to strengthen core portfolio management capabilities across a large, complex, and multi-billion dollar portfolio. The successful candidate will bring proven experience in portfolio governance, reporting, risk and schedule integration, benefits and requirements tracking, and strategic alignment within the context of transport, utilities, or infrastructure environments. This role will provide high-level strategic advice and hands-on leadership in delivering best practice frameworks, tools, and roadmaps to uplift portfolio maturity. The Rail Portfolio Specialist will work closely with existing SPMO team members to enhance internal capability and consistency in portfolio delivery practices.
The Rail Portfolio Specialist role will contribute to providing a safe, reliable and accessible rail network. These roles will also assist in managing the client's role to ensure that the SEQ rail network meets the needs of current and future customers.
The objectives of the Rail Portfolio Specialist will include the following:
- Support the ongoing management of a large-scale rail portfolio through strategic analysis, reporting, and oversight.
- Develop and implement portfolio management plans, frameworks, and supporting procedures.
- Create and deliver a Portfolio Maturity Roadmap with actionable priorities.
- Provide expert guidance on governance, scheduling, risk, benefits, and alignment to strategic objectives.
- Strengthen internal capability through mentoring and knowledge sharing.
This contract will be offered notionally from 25 August 2025 to 30 June 2026 with the opportunity for incremental extensions up to 30 June 2027.
Contract extensions will be subject to:
funding availability; project-specific decisions about progress and timings; and
satisfactory performance by the successful Offeror in delivering the service (based on the Contractor Performance Reporting process outlined in the "Performance Management' section contained herein).
Job Requirements
* Demonstrated experience in managing or advising on multi-billion-dollar infrastructure portfolios, particularly in rail, utilities, aviation, or transport environments. Preference will be given to non-ICT backgrounds.
* Portfolio management framework and roadmap development
* Experience with portfolio reporting, risk, scheduling and benefit management
* Experience with PPM tools and schedule integration.
* Able to demonstrate ability to work collaboratively and cooperatively with TMR and stakeholder
* Able to demonstrate how performance will be proactively managed to produce high quality deliverables.
