About the Mint
The Royal Australian Mint is a small government agency working within the Commonwealth Government Portfolio of the Treasury. The Mint is a non-corporate Commonwealth Entity and is listed under the Public Governance Performance and Accountability Act 2013 (PGPA Act). The Mint is also covered by the Public Service Act 1999 (Cth) (PS Act).

The Royal Australian Mint makes coins and other minted products to serve the needs of the Australian economy, foreign countries, investors and collectors. • Coin making – polishing, laser frosting, 3D engraving, Physical Vapour Deposition hard coating, chrome plating, dies inspection and collars manufacture.
• Machinery – operate and maintain minting critical machines.
• Coin Sculpting – design coins, medals, medallions, and token, etc.
• Graphic Design – design coin packaging materials, exhibition graphics, etc.
• Engineering – technical support and manufacturing operations.

About the Branch
The Legal Branch provides expert legal advice, representation, and guidance to help ensure the Mint is compliant with its legal obligations. We partner with teams across the Mint to manage legal risks, develop policy and guidance documents to support decision-making in a cost-efficient manner, and enable the successful delivery of business, corporate and government outcomes.

Our Key Functions
• Legal Advice and Advocacy: We provide timely and practical legal advice and advocacy across a wide range of areas including commercial, intellectual property, employment, privacy and information law.
• Contract and Procurement Support: We review and draft contracts and legal documents to help mitigate legal risks in commercial arrangements.
• Employment: We provide advice on employment and workplace matters, including advice on the Fair Work Act 2009 and Work Health and Safety Act 2011;
• Privacy Support: We ensure the Mint meets its obligations under the Privacy Act 1988 and provide guidance on handling personal information appropriately.
• Freedom of Information: We are responsible for processing freedom of information requests.
• Internal Governance and compliance: We ensure that the Mint’s policies, controls and compliance frameworks uphold accountability and transparency.
• Dispute Management: If needed, we assist with the resolution of legal disputes, including responding to claims or initiating legal proceedings.

About the Role
The Senior Legal Officer is principally responsible for the delivery of legal services and management of legal matters arising in, or in connection with, the Royal Australian Mint (Mint). They provide accurate and strategic legal advice across a broad range of in-house matters including commercial law, information and privacy law, employment law, statutory interpretation and administrative law. The Senior Legal Officer plays a pivotal role in delivering clear, practical and client-focused legal advice with limited supervision, working closely with internal clients, other Australian Government agencies and external legal services providers.

Additionally, the Senior Legal Officer is to assist the Mint to meet its compliance obligations under the Freedom of Information Act 1982, Privacy Act 1988 and Public Interest Disclosure Act 2013. They will be able to independently assess complex privacy issues and carry out statutory functions related to FOI requests and public interest disclosures. The Senior Legal Officer will also provide practical and solution-focused advice on a variety of matters, including policy implementation and reforms, and program and legislative compliance.

The Senior Legal Officer’s duties are both strategic and operational. They must deliver outcomes in a timely, productive, and accurate manner.

The Duties
The duties of this position include:
1. Providing accurate, independent and timely legal advice in support of the Mint’s functions and ensure its compliance with law. Legal advice may be in relation to a wide range of practice areas including litigation, administrative, commercial law (which includes contracting, procurement, licencing, copyright and other intellectual property matters), as well as employment law.
2. Undertaking statutory interpretation of legislation relevant to the Mint’s operations.
3. Managing and providing legal advice in relation to the Mint’s legal issues arising from data management and information collection and management.
4. Drafting and managing legislative instruments, delegations, external correspondence and guidance material relevant to the Mint’s functions.
5. Completing legal service reporting and compliance-related activities.
6. Considering requests, disclosures, and reports related to privacy, public interest disclosures, freedom of information, anti-corruption and Review of Actions.
7. Reviewing, developing, and undertaking the Mint’s corporate governance functions and services. Undertaking research and drafting advice on a range of topics primarily those related to public and employment law. Proposing recommendations based on that research and supporting the implementation of agreed recommendations.

Qualification
A Law Degree and be admited as a practioner, however described, of the High Court, or the Supreme Court of an Australian State or Territory.

Security
This position requires a Negative Vetting Level 1 security clearance. The successful applicant will be required to obtainand maintain a clearance at this level..
