Primary objective
Provide quality advice and manage the research, development of initiatives, implementation and evaluation of programs,
frameworks and policies aligned with the department's goal – A population and workforce that supports Territory growth.
The position reports to the Director – Workforce, Migration and Population.
Context statement
The Office of Workforce Development (OWD) is responsible for identifying skill shortages and capability gaps, shaping
strategic workforce, migration and population policies, undertaking workforce attraction activities, managing key programs
and engaging with stakeholders across government, industry and the community.
Key duties and responsibilities
1. Develop and manage a work program to deliver research and analysis on workforce, migration, population, and
demographic trends to inform policy development and program evaluation.
2. Provide evidence-based analysis, advice and recommendations to the Director, Senior Director, DTBAR Executive and
Minister.
3. Prepare high-quality briefs, reports, presentations, submissions, Ministerials and complex correspondence.
4. Develop and maintain strategic alliances and collaborative partnerships with internal and external stakeholders at local,
jurisdictional and national levels to deliver contemporary and informed advice and co design solutions that address
workforce challenges.
1. Ensure compliance with legislative, governance and financial frameworks relevant to OWD activities.
2. Represent OWD and the Department at relevant forums.
Selection criteria
Essential
1. Demonstrated high level written and oral communication skills and the ability to produce work of a high standard.
2. Demonstrated experience in project and policy research and analysis including strong conceptual, analytical and
problem-solving skills and ability to think innovatively to identify solutions.
3. Strong management, strategic and organisational skills with proven ability to prioritise competing requirements, work
under pressure and meet deadlines.
4. Strong interpersonal, negotiation and communication skills, including the ability to influence and collaborate across
diverse stakeholders.
5. Ability to work independently and as part of a team to achieve outcomes.
6. Demonstrated understanding of Territory and national contemporary labour market and workforce development issues.
Desirable
1. Tertiary qualifications in relevant disciplines.
2. Experience managing budgets, procurement and contracts.
