Change Manager Location: Canberra or Melbourne Security Clearance: Active Baseline required About the Role As a Change Manager within the Management Team, you will play a pivotal role in supporting one of Australia’s most complex and strategically significant transformation programs. You will contribute to the successful delivery by planning, coordinating, and executing change support activities that enable staff to understand, adapt to, and embrace new ways of working. Working in a high-performing and collaborative team, you will act as a key conduit between the program’s value streams and the business. You will engage with a diverse range of stakeholders to ensure fit-for-purpose change materials, communications, and training resources are developed and delivered to drive readiness and adoption across the organisation. A core focus of this role is journey mapping and experience blueprinting, translating current state into future state experiences, and producing high-impact visual change artefacts that support sustainable behavioural change and long-term capability uplift. Key Responsibilities You will be responsible for, but not limited to: Providing expert advice and practical support to staff on managing change and overcoming resistance. Leading the development of experience blueprints and user journeys to support change and transition activities. Engaging business and technical stakeholders to map current and future state experiences, identifying impacts and pain points. Facilitating workshops with business owners and end users to capture insights and change requirements. Creating visual change artefacts (journey maps, blueprints, infographics) that align user experience with organisational objectives. Collaborating with change managers, communications and training teams to embed experience mapping into delivery. Building and maintaining strong working relationships across internal stakeholders. Applying sound judgement and professional expertise in line with relevant legislation, policies and operational frameworks. Travel Requirements Applicants based outside Canberra will be required to travel to Canberra for operational reasons (e.g. onboarding, planning sessions, in-person workshops and training), typically 1–2 times per quarter. Travel will be discussed in advance. Essential Skills & Experience 1. Change Leadership & Delivery Proven experience delivering organisational change and driving adoption of new ways of working. Strong communication and influencing skills, with the ability to engage stakeholders at all levels. Experience using recognised change methodologies and frameworks (e.g. Prosci, ADKAR, Kotter, Agile change). Experience supporting or leading large-scale, multi-team transformation programs. Strong capability in developing user-centric visual change communication artefacts. 2. Design, Stakeholder & Delivery Skills Strong conceptual and information design skills. Hands-on experience with tools such as Figma, Miro and Adobe Creative Cloud. Ability to manage multiple work packages with competing priorities and dependencies. Excellent stakeholder engagement across business and technical audiences. Demonstrated alignment with APS-style values, including integrity, collaboration and inclusion. Security & Eligibility Active Baseline Security Clearance is mandatory prior to commencement. Australian citizenship is required.
