We are seeking an experienced Identity & Access Management Developer (IDAM Developer) to be assigned to an Identity & Access Management (IDAM) Project within a Cloud Services stream.
You will be responsible for development, administering and integrating the environment with target applications for provisioning, deprovisioning, rectification and on/off boarding processes within a federal government cloud environment. It ensures the end-to-end technical delivery of Identity Management & Access.
Must Haves

* Strong proficiency in C# and modern .NET, including building scalable web APIs and background services (e.g. Worker Services, Azure Functions).
* Demonstrated experience designing and implementing identity and access management (IAM) concepts (RBAC, ABAC, lifecycle management, JIT access, least privilege).
* Hands‐on experience with Microsoft Entra ID, including app registrations, enterprise applications, SCIM provisioning, and conditional access.
* Proven capability delivering solutions on Microsoft Azure, including services such as App Service, Azure Functions, Logic Apps, Service Bus, and Key Vault.
* Experience building and maintaining integration pipelines with heterogeneous systems (REST APIs, SFTP, CSV/batch ingestion), including error handling, retry logic, and idempotency.
* Strong understanding of provisioning patterns, including inbound identity ingestion and outbound provisioning (e.g. SCIM, custom connectors, event-driven provisioning).
* Solid front‐end capability using modern frameworks (e.g. React/Angular) to build administrative portals and workflow interfaces.
* Experience with data persistence and modelling, including SQL Server and/or cloud‐native storage (Cosmos DB, Table Storage), with attention to auditability and traceability.
* Familiarity with DevOps practices on Azure, including CI/CD pipelines (Azure DevOps or GitHub Actions), infrastructure as code (Bicep/Terraform), and environment promotion strategies.
Other Requirements
Strong emphasis on security engineering, including secrets management, secure coding practices, OAuth2/OIDC flows, and compliance considerations (logging, monitoring, audit trails).
